In its resolution 1999/73, entitled " Mainstreaming technical cooperation in all areas of human rights " , the Commission called upon the Office of the High Commissioner to prepare and submit to the Commission at its fifty-sixth session a compendium of institutions and resource centres in developing countries specializing in human rights-related activities with a view to promoting South-South cooperation.

At the London Peace Implementation Conference, held on 8 and 9 December 1995, the High Commissioner stressed that the overall objectives for all human rights related activities should be, in the shorter term, the prevention of further violations and the creation of conditions conducive to the return of displaced persons and refugees.
