They undermine the 1974 Disengagement of Forces Agreement between Israeli and Syrian forces and the efforts of UNDOF to implement the mandate, and will continue to be reported as such.

He recalled that on 19 July 2012 the Department of Peacekeeping Operations had reported incursions and operations of armed Syrian security forces inside the area of operation of the United Nations Disengagement Observer Force, noting that these actions violated the Agreement of Disengagement between the Israeli and Syrian forces.

While UNDOF has held its positions at Mount Hermon and continued to use its best efforts to ensure the parties' adherence to the 1974 Agreement on Disengagement between Israeli and Syrian Forces, current circumstances significantly limit the capacity of UNDOF and Observer Group Golan to observe, monitor, report and investigate incidents and violations in the area of separation and areas of limitation.
ولئن احتفظت القوة بمواقعها في جبل الشيخ وواصلت بذل قصارى جهودها لضمان تقيّد الأطراف باتفاق فض الاشتباك بين القوات الإسرائيلية والسورية لعام 1974، فقد قيدت الظروف الحالية كثيرا قدرة القوة وفريق المراقبين في الجولان على مراقبة ورصد ما يقع في منطقة الفصل ومناطق تحديد الأسلحة من حوادث وانتهاكات والإبلاغ عنها والتحقيق بشأنها.

4. The Protocol to the Agreement on Disengagement between Israeli and Syrian Forces (S/11302/Add.1, annexes I and II) requires UNDOF to use its best efforts to maintain the ceasefire, to see that it is scrupulously observed and to supervise the Agreement and Protocol with regard to the areas of separation and limitation.
4 - يتطلب بروتوكول اتفاق فض الاشتباك المبرم بين القوات الإسرائيلية والسورية (S/11302/Add.1، المرفقان الأول والثاني) من قوة الأمم المتحدة لمراقبة فض الاشتباك بذل أقصى جهودها لمواصلة وقف إطلاق النار، وضمان التقيد به تقيدا تاما، ومراقبة تنفيذ الاتفاق والبروتوكول فيما يتعلق بمناطق الفصل والتقييد.

On behalf of the Governments of Brazil and Argentina, I would therefore once again like to urge the Israeli and Syrian authorities to renew negotiations in order to find a permanent settlement to the situation in the Syrian Golan in accordance with Security Council resolutions 242 (1967) and 338 (1973) and the principle of land for peace.
ومن ثم أود، باسم حكومتي البرازيل والأرجنتين، أن أحث مرة أخرى السلطات الإسرائيلية والسورية على تجديد المفاوضات من أجل إيجاد تسوية دائمة للحالة في الجولان السوري وفقا لقراري مجلس الأمن 242 (1967) و 338 (1973) ومبدأ الأرض مقابل السلام.

On behalf of the Governments of Brazil and Argentina, I would like to take this opportunity to urge the Israeli and Syrian authorities to renew negotiations with a view to finding a definitive solution to the situation in the Syrian Golan, in accordance with resolutions 242 (1967) and 338 (1973) of the Security Council and the principle of land for peace.
وبالنيابة عن حكومتي البرازيل والأرجنتين، أود أن انتهز هذه الفرصة لأحث السلطات الإسرائيلية والسورية على تجديد المفاوضات بغية التوصل إلى حل نهائي للحالة في الجولان السوري، وفقا لقراري مجلس الأمن 242 (1967) و 338 (1973) ومبدأ الأرض مقابل السلام.

3. During the reporting period, the ceasefire between Israel and the Syrian Arab Republic generally was maintained, albeit in a continuously volatile environment attributable to the ongoing conflict in the Syrian Arab Republic and despite a number of significant violations of the Disengagement of Forces Agreement by Israeli and Syrian forces, signed in 1974, set out below.
٣ - وخلال الفترة المشمولة بالتقرير، استمر عموما وقف إطلاق النار بين إسرائيل والجمهورية العربية السورية، وإن كان ذلك في بيئة اتسمت بتقلبها المتواصل بسبب النزاع الدائر في الجمهورية العربية السورية. وقد استمر وقف إطلاق النار أيضا رغم وقوع عدد من الانتهاكات الجسيمة لاتفاق فض الاشتباك بين القوات الإسرائيلية والسورية الموقّع في عام 1974، ويرد أدناه بيانٌ لهذه الانتهاكات.

That is why on this occasion, once again, on behalf of the Governments of Argentina and Brazil, I wish to urge the authorities of Israel and Syria to resume negotiations in order to find a definitive solution to the Syrian Golan situation, in accordance with Security Council resolutions 242 (1967) and 338 (1973) and the principle of land for peace.
