At its twenty-fifth special session, in 2001, the Assembly adopted the Declaration on Cities and Other Human Settlements in the New Millennium (resolution S-25/2).

Under this item the Executive Director will report to the Governing Council on the implementation of the Declaration on Cities and Other Human Settlements in the New Millenium, which was adopted by the General Assembly at its twenty-fifth special session for an overall review and appraisal of the implementation of the Habitat Agenda.

While welcoming the progress made in implementing the Habitat Agenda, the Governments at the special session in New York adopted the Declaration on Cities and Other Human Settlements in the New Millennium in which they recognized the gaps in and obstacles to the way of developing human settlements and took note with great concern of the current conditions of human settlements worldwide.

Taking into account the emphasis placed in the Declaration on Cities and Other Human Settlements in the New Millennium and also in resolution 18/6 of 16 February 2001 of the Commission on Human Settlements on monitoring, evaluation and dissemination of information on best practices in the implementation of the Habitat Agenda,
وإذْ يضع في الاعتبار التأكيد على الإعلان بشأن المدن والمستوطنات البشرية الأخرى في الألفية الجديدة وكذلك في القرار 18/6 المؤرخ 16 شباط/فبراير 2001 الصادر عن لجنة المستوطنات البشرية برصد وتقييم وتعميم المعلومات بشأن أفضل الممارسات في تنفيذ جدول أعمال الموئل،

Recalling further paragraph 3 of the Declaration on Cities and Other Human Settlements in the New Millennium, which emphasizes that cities and towns are engines of growth contributing to the development of both rural and urban human settlements,

In paragraph 66 of the Declaration on Cities and Other Human Settlements in the New Millenium, Governments expressed support for the establishment of the Habitat Agenda Task Manager System, which is designed to allow better monitoring and mutual reinforcement of actions taken by international agencies in support of the implementation of the Habitat Agenda.
