78. As for the declaration of exceptional risk, her delegation urged the General Assembly and the Security Council to endeavour to issue timely declarations where warranted.

On the other hand, some other delegations pointed out that draft article II of the New Zealand proposal did not sufficiently reflect the element of risk as a sufficiently relevant criterion for the application of the Convention, especially in view of the fact that the declaration of exceptional risk as a trigger mechanism had been removed.

It would further recommend that the Secretary-General, consistent with his existing authority, advise the Security Council or the General Assembly, as appropriate, where in his assessment circumstances would support a declaration of exceptional risk for the purposes of article 1 (c) (ii) of the Convention.

Those delegations expressed their support for the revised proposal by New Zealand (see annex A), which was discussed and was officially submitted on 14 April, and which eliminated the requirement of a declaration of exceptional risk and expanded the application of the Convention to better reflect the range of operations in which the United Nations was engaged.
وأعربت تلك الوفود عن تأييدها للمقترح المنقح الذي قدمته نيوزيلندا (انظر المرفق، الفرع ألف) الذي نوقش وقدم رسميا في 14 نيسان/أبريل، والذي يلغي شرط الإعلان عن وجود خطر استثنائي ويوسع تطبيق الاتفاقية بحيث تعكس على نحو أفضل نطاق العمليات التي تجريها الأمم المتحدة.
