The Committee on Economic, Social and Cultural Rights has strongly discouraged retrogressive actions with respect to fulfilment of the rights protected by the International Covenant, in light of the obligation in the Covenant to move as expeditiously as possible towards full realization of the rights.

36. In its general comment No. 3 (1990), the Committee drew attention to the obligation of all States parties to take steps, individually and through international assistance and cooperation, especially economic and technical, towards the full realization of the rights recognized in the Covenant.

10. Invites specialized agencies and other organizations of the United Nations system to participate in the Working Group and to present information on their contribution to the full realization of the rights and principles set forth in the United Nations Minorities Declaration, within their respective fields of competence;

In that connection, we believe that the full realization of the fundamental rights of the Palestinian people is essential.

Under article 2, paragraph 1, of the International Covenant on Economic, Social and Cultural Rights, each State party has an obligation to take steps, to the maximum of its available resources, to achieve progressively the full realization of the rights enshrined in the Covenant.
وبموجب الفقرة 1 من المادة 2 من العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية، فإن على كل دولة طرف أن تتخذ التدابير اللازمة، بأقصى ما تسمح به مواردها المتاحة، للعمل تدريجياً على الإعمال التام للحقوق المكرسة في العهد().

9. The United Nations Declaration on the Rights of Indigenous Peoples provides that the specialized agencies of the United Nations (e.g. the World Bank) and other intergovernmental organizations shall contribute to the full realization of the rights of the Declaration (article 41).

82. The Declaration on the Rights of Indigenous Peoples, which was adopted by the General Assembly in 2007, calls upon the various components of the United Nations system to contribute to and promote the full realization of the rights affirmed in the Declaration (articles 41 and 42).

They also violate resolution 62/183 and resolution 65/217, entitled " Human rights and unilateral coercive measures " , which states that unilateral economic measures damage trade relations among States and impede the full realization of the rights set out in the Universal Declaration of Human Rights and other human rights instruments, specifically the right of individuals and peoples to development.
ولقد أكدت الجمعية العامة في قرارها 65/217 المعنون " حقوق الإنسان والتدابير القسرية المتخذة من جانب واحد " على أن التدابير الاقتصادية الانفرادية تشكل عقبة أمام العلاقات التجارية بين الدول وتعرقل الإعمال التام للحقوق المنصوص عليها في الإعلان العالمي لحقوق الإنسان وغيره من الصكوك الدولية لحقوق الإنسان، ولا سيما حق الأفراد والشعوب في التنمية.

General Assembly resolution 65/217, entitled " Human rights and unilateral coercive measures " , states that unilateral coercive measures create obstacles to trade relations among States, thus impeding the full realization of the rights set forth in the Universal Declaration of Human Rights and other international human rights instruments, in particular the right of individuals and peoples to development.
كما أكد قرار الجمعية العامة 65/217 المعنون " حقوق الإنسان والتدابير القسرية المتخذة من جانب واحد " ، على أن التدابير الاقتصادية الانفرادية تشكل عقبة أمام العلاقات التجارية بين الدول وتعرقل الإعمال التام للحقوق المنصوص عليها في الإعلان العالمي لحقوق الإنسان وغيره من الصكوك الدولية لحقوق الإنسان، ولا سيما حق الأفراد والشعوب في التنمية.

States need to undertake deliberate, concrete and targeted measures, making the most efficient use of available resources, to move as expeditiously and effectively as possible towards the full realization of the rights enshrined in the Covenant.
وينبغي أن تتخذ الدول تدابير مدروسة وملموسة ومحددة الأهداف، على نحو يكفل أقصى قدر من الكفاءة في الاستفادة من الموارد المتاحة، بغية الانتقال بأقصى قدر ممكن من السرعة والفعالية إلى الإعمال التام للحقوق التي يكرسها العهد().

56. In its general comment No. 3 (1990), the Committee draws attention to the obligation of States parties to take steps, individually and through international assistance and cooperation, especially through economic and technical cooperation, with a view to achieving the full realization of the rights recognized in the Covenant.
56- تسترعي اللجنة الانتباه، في تعليقها العام رقم 3(1990)، إلى التزام الدول الأطراف بأن تتخذ خطوات، بمفردها وعن طريق المساعدة والتعاون الدوليين، وبصفة خاصة عن طريق التعاون الاقتصادي والتقني، بغية تحقيق الإعمال التام للحقوق المعترف بها في العهد.

Such steps are not static, and States parties are obliged to advance progressively towards the full realization of the rights recognized in the Covenant and, as far as the present general comment is concerned, of the right enshrined in article 15, paragraph 1 (a).
وهذه الخطوات ليست ساكنة، والدول الأطراف ملزمة بالتقدم تدريجياً نحو الإعمال التام للحقوق المعترف بها في العهد وكذلك، بقدر ما يتعلق الأمر بهذا التعليق العام، للحق المنصوص عليه في الفقرة 1(أ) من المادة 15.
