In this regard, the Special Rapporteur would like to express his concern about the use of the Internet to propagate racism, racial hatred, xenophobia, racial discrimination and related intolerance.

31. A number of United Nations human rights mechanisms have addressed the issue of the use of the Internet to propagate racism, racial hatred, xenophobia, racial discrimination and related intolerance.
31 - وتناول عدد من آليات حقوق الإنسان في الأمم المتحدة مسألة استخدام الإنترنت للترويج للعنصرية والكراهية العنصرية وكراهية الأجانب والتمييز العنصري وما يتصل بذلك من تعصب.

31. In order to address the new challenges posed by the use of the Internet to promote and acquire pharmaceuticals containing controlled substances and their precursors, Governments must develop the ability of law enforcement authorities to undertake the investigation of offences committed using the Internet.
31- ومن أجل مواجهة التحديات الجديدة التي يفرضها استخدام الإنترنت للترويج للمستحضرات الصيدلانية المحتوية على مواد مراقبَة وسلائفها والحصول عليها، يتوجب على الحكومات أن تطوّر قدرات سلطات إنفاذ القوانين على التحقيق في الجرائم المرتكبة باستخدام الإنترنت.

71. In its resolutions 1998/19, 1999/17, 2000/19 and 2002/27, the Sub-Commission recommended that Governments investigate and use as evidence of crimes and acts of discrimination advertising, correspondence and other communications over the Internet to promote sex trafficking, the exploitation of prostitution, sex tourism, bride trafficking and rape. 71- وأوصت اللجنة الفرعية، في قراراتها 1998/19 و1999/17 و2000/19 و2002/27، بأن تجري الحكومات تحريات بشأن الإعلانات التجارية والمراسلات وغيرها من الاتصالات على شبكة الإنترنت للترويج لتجارة الجنس واستغلال البغاء والسياحة الجنسية والاتجار بالعرائس والاغتصاب، وبأن تستخدم هذه الإعلانات والمراسلات والاتصالات كأدلة لإثبات الجرائم وأفعال التمييز.

Use of the Internet for propagating racism, racial discrimination, xenophobia and related intolerance
ثالثا - استخدام الإنترنت للترويج للعنصرية والتمييز العنصري وكراهية الأجانب وما يتصل بذلك من تعصب

Section IV provides an overview of legal and policy frameworks and measures taken at the national, regional and international levels, and section V highlights possible measures for combating the use of the Internet to propagate racism, racial hatred, xenophobia, racial discrimination and related intolerance.

In that regard, he welcomes efforts by the Committee on the Elimination of Racial Discrimination to provide further clarification regarding the obligations of parties to the Convention, particularly in respect of the exploitation of the Internet to propagate racial, ethnic and xenophobic hatred and incitement to violence.
وهو يرحب في ذلك الصدد بالجهود التي تبذلها لجنة القضاء على التمييز العنصري لتوفير المزيد من الوضوح بشأن التزامات الأطراف في الاتفاقية، ولا سيما فيما يتعلق باستغلال الإنترنت للترويج للكراهية العنصرية والإثنية وكراهية الأجانب والتحريض على العنف.

57. Combating the use of the Internet to propagate racial, ethnic and xenophobic content and incitement to violence requires a multi-stakeholder approach.
57 - ومكافحة استخدام الإنترنت للترويج لمحتوى عنصري وإثني وينم عن كراهية الأجانب وللتحريض على العنف تقتضي اتباع نهج قائم على تعدد أصحاب المصلحة.

Following a brief introduction (section I) and the overview of his activities carried out since his appointment by the Human Rights Council (section II), the Special Rapporteur refers in section III to the main issues of concern and challenges related to the use of the Internet to propagate racism, racial hatred, xenophobia, racial discrimination and related intolerance.

25. Calls for new levels of cooperation among Governments and national and regional law enforcement bodies in order to combat the escalating trafficking and prostitution of women and children, the globalization of this industry and the misuse of the Internet to promote and carry out acts of sex trafficking, sex tourism, sexual violence and sexual exploitation;
25- تدعــو إلى تحقيق مستويات جديدة من التعاون بين الحكومات والهيئات الوطنية والإقليمية المعنية بإنفاذ القوانين بغية مكافحة استفحال الاتجار بالنساء والأطفال وبغائهم وعولمة هذه الصناعة وإساءة استخدام شبكة الإنترنت للترويج لأعمال الاتجار بالجنس والسياحة الجنسية والعنف الجنسي والاستغلال الجنسي وتنفيذ هذه الأعمال.

59. 59- تدعو إلى تحقيق مستويات جديدة من التعاون بين الحكومات والهيئات الوطنية والإقليمية المعنية بإنفاذ القوانين بغية مكافحة استفحال الاتجار بالنساء والأطفال لغرض استخدامهم في البغاء وعولمة هذه الصناعة وإساءة استخدام شبكة الإنترنت للترويج لأعمال الاتجار بالأشخاص لغرض الجنس، والسياحة الجنسية والعنف الجنسي والاستغلال الجنسي ولتنفيذ هذه الأعمال؛

The Durban Declaration and Programme of Action pay particular attention to concerns related to the use of such new information technologies as the Internet for propagating racism, racial hatred, xenophobia, racial discrimination and related intolerance, and provide a comprehensive framework for possible actions to combat this phenomenon.
يولي إعلان وبرنامج عمل ديربان اهتماماً خاصاً للشواغل المتعلقة باستخدام تكنولوجيات المعلومات الجديدة من قبيل الإنترنت للترويج للعنصرية والكراهية العنصرية وكراهية الأجانب والتمييز العنصري وما يتصل بذلك من تعصب، ويوفران إطاراً شاملاً للإجراءات التي يمكن اتخاذها لمكافحة هذه الظاهرة.
