Mr. Soteriou (Cyprus), speaking on behalf of the European Union in explanation of vote before the voting, said that the Committee was mandated to consider administrative and budgetary questions; it should therefore focus on those issues and refrain from political discussions that should take place in other forums.

40. Mr. Javaheri (Sweden), speaking on behalf of the European Union in explanation of vote before the voting, expressed full support for the right to development as an integral part of fundamental human rights.

Ms. Kazragienė (Lithuania), speaking on behalf of the European Union in explanation of vote before the voting, said that the European Union recognized the adverse impact of contemporary mercenaries on the length and nature of armed conflicts and condemned any link between mercenaries and terrorist activities.
57 - السيدة كازراجينيه (ليتوانيا): تكلمت باسم الاتحاد الأوروبي تعليلا للتصويت قبل التصويت فقالت إن الاتحاد الأوروبي يعترف بالأثر الضار للمرتزقة المعاصرين على إطالة أمد النزاعات المسلحة وطبيعتها، ويدين أي صلة بين المرتزقة والأنشطة الإرهابية.

37. Mr. Lambertini (Italy), speaking on behalf of the States members of the European Union in explanation of vote before the voting, said that, while those States had participated in informal consultations with sponsors to facilitate consensus on the amendment, they had never formally stated their position on the matter.

39. Mr. Hahn (Denmark), speaking on behalf of the European Union in explanation of vote before the voting, said the European Union was not convinced that globalization had an impact on all human rights, for example the right of freedom of speech, or that the interdependence and indivisibility of all human rights meant that violation of one implied violation of all.

Mr. Burniat (Belgium), speaking on behalf of the European Union in explanation of vote, said that the European Union believed that the right to development was an integral part of fundamental human rights and that a lack of development could not be invoked to justify the abrogation of internationally recognized rights.

20. Ms. Pehrman (Finland), speaking on behalf of the European Union in explanation of position, said, with regard to part V of the draft resolution, that the European Union deeply regretted that the Committee was faced with revised estimates emanating from a resolution by the Human Rights Council that was inconsistent with a resolution on the same matter by the Third Committee.

32. Ms. Hakansson (Sweden), speaking on behalf of the European Union in explanation of vote before the voting, expressed disappointment that the Russian Federation had chosen to pursue in a formal meeting of the Fifth Committee an issue which had not gathered a consensus in informal consultations.
