While Switzerland planned to sign the Convention on Cluster Munitions in Oslo in December 2008, it was no less committed to participating in negotiations on another international instrument relating to those weapons, since the prohibitions to be set out in such an instrument were intended to supplement those contained in the Convention on Cluster Munitions.
