ولم تُقدِّم منظمة الصحة العالمية، عملا بالأحكام ذات الصلة من الاتفاقية الوحيدة للمخدّرات لسنة 1961 بصيغتها المعدلة ببروتوكول سنة 1972 أو اتفاقية المؤثّرات العقلية لسنة 1971، أيَّ إشعار بشأن توصيات تتعلق بإخضاع أيِّ مخدّرات أو مؤثّرات عقلية للمراقبة الدولية.

ولم تُقدِّم منظمةُ الصحة العالمية أيَّ إشعار بشأن توصيات تتعلق بإدراج أيِّ مواد مخدّرة أو مؤثّرات عقلية تحت المراقبة الدولية، عملا بالأحكام ذات الصلة من الاتفاقية الوحيدة للمخدّرات لسنة 1961 بصيغتها المعدلة ببروتوكول سنة 1972 أو اتفاقية المؤثّرات العقلية لسنة 1971.

6. Requests the International Narcotics Control Board to continue its efforts in monitoring the implementation of the relevant Economic and Social Council resolutions in full compliance with the Single Convention on Narcotic Drugs of 1961 and with that Convention as amended by the 1972 Protocol;
6- يطلب إلى الهيئة الدولية لمراقبة المخدّرات أن تواصل جهودها في رصد تنفيذ قرارات المجلس الاقتصادي والاجتماعي ذات الصلة وذلك بالامتثال التام لأحكام الاتفاقية الوحيدة للمخدّرات لسنة 1966 وتلك الاتفاقية بصيغتها المعدّلة ببروتوكول 1972؛

6. Requests the International Narcotics Control Board to continue its efforts in monitoring the implementation of the relevant Economic and Social Council resolutions in full compliance with the Single Convention on Narcotic Drugs of 1961 and with that Convention as amended by the 1972 Protocol;
6 - يطلب إلى الهيئة الدولية لمراقبة المخدّرات أن تواصل جهودها في رصد تنفيذ قرارات المجلس الاقتصادي والاجتماعي ذات الصلة وذلك بالامتثال التام لأحكام الاتفاقية الوحيدة للمخدّرات لسنة 1966 وتلك الاتفاقية بصيغتها المعدّلة ببروتوكول 1972؛

UNODC continues to provide legal and implementation advice, upon request, with regard to the international drug control framework, which comprises the Single Convention on Narcotic Drugs of 1961 as amended by the 1972 Protocol, the Convention on Psychotropic Substances of 1971, and the 1988 Convention.
48- ويواصل المكتب تقديم المشورة القانونية والتنفيذية، بناء على الطلب، فيما يتعلق بالإطار الدولي لمراقبة المخدِّرات، والذي يتألف من الاتفاقية الوحيدة للمخدّرات لسنة 1961 بصيغتها المعدلة ببروتوكول عام 1972، واتفاقية المؤثرات العقلية لسنة 1971، واتفاقية سنة 1988.

Recognizing the important role entrusted to the International Narcotics Control Board, in accordance with article 9, paragraph 4, of the Single Convention on Narcotic Drugs of 1961 as amended by the 1972 Protocol,

Recalling the Single Convention on Narcotic Drugs of 1961 as amended by the 1972 Protocol, in which the parties recognized that the medical use of narcotic drugs continued to be indispensable for the relief of pain and suffering and that adequate provision must be made to ensure the availability of narcotic drugs for such purposes,
وإذ تشير إلى الاتفاقية الوحيدة للمخدّرات لسنة 1961 بصيغتها المعدّلة ببروتوكول سنة 1972() التي سلَّمت فيها الأطراف باستمرار ضرورة الاستعمال الطبي للعقاقير المخدرة لتخفيف الآلام والمعاناة، وبوجوب اتخاذ التدابير الكافية لضمان توافر العقاقير المخدّرة لهذه الأغراض،

Initially, the use of these substances was limited to a small number of experimental users; however, the fact that the substances are not controlled by either the Single Convention on Narcotic Drugs of 1961 or the Convention on Psychotropic Substances of 1971 enables manufacturers and sellers of those substances to market them as " legal " cannabis substitutes.
وكان استخدام هذه المواد في بادئ الأمر محصورا في عدد صغير من الأشخاص الذين كانوا يتعاطونها على سبيل التجربة؛ ولكن بالنظر إلى أنَّ هذه المواد غير خاضعة للمراقبة بموجب الاتفاقية الوحيدة للمخدّرات لسنة ١٩٦١ ولا بموجب اتفاقية المؤثّرات العقلية لسنة ١٩٧١، فقد تمكن مصنعو هذه المواد وبائعوها من تسويقها باعتبارها بدائل " مشروعة " للقنب.

Some delegations expressed concern that the WHO Expert Committee on Drug Dependence had not been convened to assess substances for possible scheduling under the Single Convention on Narcotic Drugs of 1961 and the Convention on Psychotropic Substances of 1971 and, noting the role of the Expert Committee within the drug control system, called for the resumption of its activities as soon as possible.
67- أعرب بعض الوفود عن شواغل لأن لجنة الخبراء المعنية بالارتهان للمخدّرات التابعة لمنظمة الصحة العالمية لم تجتمع لتقييم المواد التي يمكن إدراجها في جداول الاتفاقية الوحيدة للمخدّرات لسنة 1961() واتفاقية المؤثرات العقلية لسنة 1971،() ونوهوا بالدور الذي تضطلع به لجنة الخبراء ضمن نظام مراقبة المخدّرات، ودعوا إلى استئناف أنشطتها في أقرب وقت ممكن.
