1- تقدم الدول الأطراف إلى اللجنة، عن طريق الأمين العام، تقارير عن التدابير التي اتخذتها تنفيذاً لتعهداتها بمقتضى الاتفاقية، وذلك في غضون سنة واحدة بعد نفاذ الاتفاقية بالنسبة للدولة الطرف المعنية.

However, the Committee noted with regret that the report had been submitted more than three years late, contrary to the provisions of article 19, paragraph 1, which stipulates that States parties should submit initial reports within one year after the entry into force of the Convention for the State party concerned.
١٠٩ - إلا أن اللجنة لاحظت مع اﻷسف، أن التقرير قد تم تقديمه بعد مضي ثلاث سنوات من موعده، خلافا ﻷحكام الفقرة ١ من المادة ١٩ التي تشترط أن تُقدم الدول اﻷطراف تقارير أولية في فترة سنة واحدة بعد موعد بدء نفاذ الاتفاقية بالنسبة للدولة الطرف المعنية.

Article 19 of the Convention stipulates, inter alia, that States parties shall submit reports on the measures they have taken to give effect to its provisions, within one year after the entry into force of the Convention for the State party concerned.
تنص المادة 19 من الاتفاقية، فيما تنص عليه، على انه يجب على كل دولة طرف في الاتفاقية التقدم بتقارير عن التدابير التي اتخذتها تنفيذاً لنصوص هذه الاتفاقية، وذلك في غضون سنة واحدة من بدء نفاذ هذه الاتفاقية بالنسبة للدولة الطرف المعنية.

Under article 35 of the Convention, States parties would submit to the Committee, through the Secretary-General, reports on measures taken to give effect to its obligations under the Convention and on the progress made in this regard, within two years after the entry into force of the Convention for the State party concerned.
10 - ستقوم الدول الأطراف في الاتفاقية، بموجب المادة 35 من الاتفاقية، بتقديم تقارير إلى اللجنة، عن طريق الأمين العام، عن التدابير المتخذة بغية تنفيذ التزاماتها بموجب الاتفاقية، وعن التقدم المحرز في هذا الصدد، في غضون عامين عقب بدء نفاذ الاتفاقية بالنسبة للدولة الطرف المعنية.

Each State party shall submit to the Committee, through the Secretary-General, a report, in accordance with article 29, paragraph 1, of the Convention, on the measures taken to give effect to its obligations under the Convention, within two years after the entry into force of the Convention for the State party concerned.
1- تقدم كل دولة من الدول الأطراف تقريراً إلى اللجنة عن طريق الأمين العام، وفقاً للفقرة 1 من المادة 29 من الاتفاقية، بشأن التدابير المتخذة لأداء التزاماتها بموجب الاتفاقية وذلك في غضون فترة سنتين بعد بدء نفاذ الاتفاقية بالنسبة للدولة الطرف المعنية.

11. Under article 35 of the Convention, States parties are obliged to submit to the Committee, through the Secretary-General, reports on measures taken to give effect to its obligations under the Convention and on the progress made in this regard, within two years after the entry into force of the Convention for the State party concerned.
11 - تُلزم المادة 35 من الاتفاقية الدول الأطراف بأن تقدم إلى اللجنة، عن طريق الأمين العام، تقارير عن التدابير المتخذة لتنفيذ التزاماتها بموجب الاتفاقية وعن التقدم المحرز في هذا الصدد، وذلك خلال فترة عامين عقب بدء نفاذ الاتفاقية بالنسبة للدولة الطرف المعنية.

Under article 19, paragraph 1, of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment of Punishment, “the States parties shall submit to the Committee against Torture, through the Secretary-General of the United Nations, reports on the measures they have taken to give effect to their undertakings under the Convention, within one year after the entry into force of the Convention for the State party concerned.

At its fifth session, the Committee issued a statement on the ratione temporis element in the review of reports submitted by States parties (article 35 of the International Convention for the Protection of All Persons from Enforced Disappearance), in which it observed that isolated cases of enforced disappearances that began before the entry into force of the Convention for the State party concerned were outside its competence.
وأصدرت اللجنة، في دورتها الخامسة، بيانا عن العنصر الزمني في استعراض التقارير المقدمة من الدول الأطراف (المادة 35 من الاتفاقية الدولية لحماية جميع الأشخاص من الاختفاء القسري)، لاحظت فيه أن ثمّة حالات منعزلة من الاختفاء القسري تقع خارج نطاق اختصاصها، إذ إنها قد بدأت قبل بدء نفاذ الاتفاقية بالنسبة للدولة الطرف المعنية.
