That resolution was adopted in response to the joint request by the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca (URNG) contained in the Comprehensive Agreement on Human Rights, which had been signed by both parties, that the United Nations should establish a Mission to verify the implementation of the Agreement even before any accord on a firm and lasting peace was signed.

While verification of the Comprehensive Agreement on Human Rights prior to the signing of the final peace agreement will be a complex endeavour, I believe that the establishment now of a United Nations human rights verification mission in Guatemala should receive the full support of Member States.

Last September the General Assembly, in accordance with the recommendation of the Secretary-General and the request of the two parties, authorized the creation of the United Nations Mission for the Verification of Human Rights and of compliance with the Commitments of the Comprehensive Agreement on Human Rights in Guatemala (MINUGUA).

The adoption of the Comprehensive Agreement on Human Rights, which had been under negotiation for more than two years, and of the timetable, which will serve as a guide for further negotiations, represents a milestone in the Guatemalan peace process and is encouraging evidence of the parties' commitment to reaching an early settlement through a comprehensive negotiating process after 30 years of armed confrontation.
