Taking into consideration its mandate over Western Sahara and its primary responsibility to ensure the implementation of General Assembly resolution 1514 (XV) for all Non-Self-Governing Territories, and in accordance with a decision it had taken at its 1397th meeting, on 23 August 1991, the Special Committee may dispatch a mission to Western Sahara during the holding of the referendum in the Territory.

30. The representative of the Frente Popular para la Liberación de Saguia el-Hamma y de Rio de Oro (Frente POLISARIO) stated that the existing impasse in the implementation of the United Nations settlement plan was a result of the transmigration campaign undertaken in Western Sahara by the Government of Morocco aimed at including Moroccan citizens as eligible voters in the referendum in the Territory.
٣٠ - وقال ممثل الجبهة الشعبية لتحرير الساقية الحمراء ووادي الذهب )جبهة بوليساريو( إن الطريق المسدود الذي وصل إليه تنفيذ خطة اﻷمم المتحدة للتسوية هو نتيجة حملة جلب المهاجرين إلى الصحراء الغربية التي قامت بها حكومة المغرب بهدف إدراج مواطنين مغربيين ضمن الناخبين الذين يحق لهم التصويت في الاستفتاء في اﻹقليم.
