The key, therefore, as long as the Territories chose to retain their link with the United Kingdom, would be to try to reconcile their desire for ever-greater autonomy and self-government with the United Kingdom's responsibility to ensure good governance, protect the impartiality of the public service and the independence of the judiciary, and to ensure compliance with relevant international obligations.

It is apparent from experiences worldwide that the effective exercise of the right to autonomy and self-government will require a strengthening of indigenous peoples' institutions and self-government structures, in order that they may genuinely take control of their own affairs in all aspects of their lives and to ensure that matters affecting them are aligned with their own cultural patterns, values, customs and world-views.
ويتضح من التجارب في شتى أنحاء العالم أن الممارسة الفعالة للحق في الاستقلال الذاتي والحكم الذاتي ستقتضي تعزيز مؤسسات الشعوب الأصلية وهياكل حكمها الذاتي، كي يتسنى لها أن تتولى فعلا زمام السيطرة على شؤونها الخاصة في جميع جوانب حياتها، وضمان أن تتماشى المسائل التي تمسها مع أنماطها الثقافية وقيمها وعاداتها ونظرتها إلى العالم.
