1 - يؤكد المؤتمر من جديد أنه وفقاً لميثاق الأمم المتحدة، ينبغي للدول أن تمتنع في علاقاتها الدولية عن التهديد باستعمال القوة أو استعمالها ضد السلامة الإقليمية أو الاستقلال السياسي لأي دولة أو على أي وجه آخر لا يتفق ومقاصد الأمم المتحدة.

(d) Respect for the sovereign equality of States and the need to promote the non-use or threat of use of force against the territorial integrity or political independence of any State in any manner inconsistent with the Charter of the United Nations;
(د) احترام المساواة بين الدول في السيادة، وضرورة تشجيع عدم استعمال القوة أو التهديد باستعمالها ضد السلامة الإقليمية أو الاستقلال السياسي لأي دولة بأي طريقة لا تتفق مع ميثاق الأمم المتحدة؛

8. In order to build confidence, States must demonstrate full respect for the purposes and principles of the Charter of the United Nations and refrain from the threat or use of nuclear force against the territorial integrity or political independence of any State, and from interference in the internal affairs of States.
8 - الاحترام الكامل لمبادئ وأهداف ميثاق الأمم المتحدة وهو شرط لتعزيز بناء الثقة بين الدول والامتناع عن التهديد بالقوة النووية أو استعمالها ضد السلامة الإقليمية أو الاستقلال السياسي لأي دولة وعدم التدخل في الشؤون الداخلية للدول وتسوية النزاعات سلميا.
