A number of representatives noted that draft article 7 and its relationship to draft articles 5 and 6 were the heart of the matter, and that the way found by the Commission to make the two principles - the obligation not to cause significant harm as against equitable and reasonable utilization and participation - seemed an ingenious solution to a most difficult problem.
