The Drafting Committee dealt with the remainder of parts two and three in the quinquennium 1992-1996, enabling the Commission to adopt the text with commentaries on first reading.

Overall it can be said that the specific consequences attached to international crimes in parts two and three are rather minimal, at least if the notion of “crimes” reflected in article 19 is to be taken at face value.

Italy likewise supports maintaining a distinction between the most serious internationally wrongful acts, of interest to the international community as a whole, and other wrongful acts, but it calls for further development both of the substantive consequences and the procedural incidents of the distinction, within the framework of parts two and three of the draft articles.
٥٩ - وتؤيد إيطاليا بالمثل الاستمرار في التمييز بين اﻷفعال الضارة دوليا اﻷكثر خطورة، بالنسبة لمصلحة المجتمع الدولي ككل، واﻷفعال الضارة اﻷخرى، غير أنها تدعو إلى المزيد من التوسع في النتائج الجوهرية والتوابع اﻹجرائية المتصلة بالتمييز، وذلك في إطار البابين الثاني والثالث لمشاريع المواد.

The Czech Republic for example, although " not unsympathetic to the idea of monitoring, at least a posteriori, the lawfulness of countermeasures " , considers that paragraph 2 " introduces a relatively rigid organic link between parts two and three " and thus prejudges the question of the binding nature of that latter part to the detriment of the " substantive rules concerning countermeasures. "
