13 - تقدم الدول الحائزة للأسلحة النووية نحو حذف مبدأ المبادأة باستعمال الأسلحة النووية من المفاهيم الأمنية، ونحو الاتفاق في نهاية المطاف على إبرام صك دولي ملزم قانونا بشأن الالتزام المشترك بعدم البدء باستخدام الأسلحة النووية.

In the meantime, nuclear-weapon States should negotiate and conclude a treaty on the non-first use of nuclear weapons against one another.
