65- واستُخلصت الدروس التالية فيما يتعلق بصياغة وتنفيذ البرامج الإصلاحية الخاصة بمكافحة الفساد:

The Government of the Republic of Iraq strives, for humanitarian reasons, to reintegrate prisoners into society after they have completed the numerous reform programmes that are run in prisons for the purpose of giving prisoners a second chance to be useful members of society and to lead a normal life. This is achieved through the following measures:
حرصت حكومة جمهورية العراق لأسباب إنسانية على إعادة دمج النزلاء في المجتمع بعد أن نفذت العديد من البرامج الإصلاحية داخل السجون بهدف منحهم فرصة أخرى ليكونوا مواطنين صالحين في المجتمع، ويمارسوا حياتهم بشكل طبيعي، وذلك من خلال الإجراءات الآتية:

(a) Reviewing good practices in designing and implementing reform programmes in this area through a participatory approach;
(أ) استعراض الممارسات الجيدة في صوغ وتنفيذ البرامج الإصلاحية في هذا المجال من خلال اتباع نهج تشاركي؛

(d) Installing workshops in reform and rehabilitation centres and setting up recreational and educational facilities and other reform programmes;

In this connection, it would be appropriate to focus on an overview of good practices and implementation of reform programmes in the field and best solutions or programmes to tackle increasing crime rates by using modern technologies of communication with children and offenders, as well as best practices in respect of the heightened vulnerability of children to blackmailing, sexual abuse and exploitation.
