5. While noting that the Ministry of Defence is mainly responsible for the implementation of the Optional Protocol and that the Ministry of the Interior also bears some responsibility in that respect, the Committee is concerned by the absence of a body mandated to coordinate a comprehensive and effective implementation of the Optional Protocol throughout the State.
5- تلاحظ اللجنة أن وزارة الدفاع تتحمل المسؤولية الرئيسية عن تنفيذ البروتوكول الاختياري وأن وزارة الداخلية تتحمّل شيئاً من المسؤولية أيضاً في ذلك الصدد، ولكن القلق يساورها إزاء عدم وجود هيئة مكلفة بتنسيق التنفيذ الشامل والفعال للبروتوكول الاختياري في عموم الدولة الطرف.

The Committee recommends that the State party ensure that its comprehensive policy for the implementation of the Convention includes a separate strategy specifically targeting all issues covered under the Optional Protocol, and that it is provided with adequate human, technical and financial resources for its implementation, with clear targets and indicators.
11- توصي اللجنة بأن تضمن الدولة الطرف اشتمال سياستها الشاملة لتنفيذ الاتفاقية على استراتيجيةً منفصلة تستهدف تحديداً جميع المسائل التي يتناولها البروتوكول الاختياري وأن يتم توفير الموارد البشرية والتقنية والمالية الكافية لتنفيذها مع وضع أهداف ومؤشرات واضحة.

The State party maintains that the above-mentioned allegations should be declared inadmissible under articles 2, 3 and 5 of the Optional Protocol and that the author's rights under article 14, paragraph 3 (d), of the Covenant had not been violated.
وتؤكد الدولة الطرف أنه ينبغي اعتبار الادعاءات المذكورة أعلاه غير مقبولة بموجب المواد 2 و3 و5 من البروتوكول الاختياري وأن حقوق صاحب البلاغ بموجب الفقرة 3-(د) من المادة 14 من العهد لم تُنتهك.

270. The Committee notes the absence of reported cases falling within the provisions of the Optional Protocol, with the exception of child pornography, and recommends that the State party undertake a study to assess the nature and extent of activities falling under the Optional Protocol, and to include information on efforts to identify unreported cases.
270- تلاحظ اللجنة عدم الإبلاغ عن حالات تخضع لأحكام البروتوكول الاختياري، باستثناء استغلال الأطفال في المواد الإباحية، وتوصي بأن تجري الدولة الطرف دراسة لتقييم طبيعة ونطاق الأنشطة التي تدخل في نطاق البروتوكول الاختياري وأن تدرج معلومات عن الجهود المبذولة لتحديد الحالات غير المبلّغ عنها.
