The Ottawa treaty is one of the gains which have been made to date on anti-personnel landmines, along with the important if partial progress achieved through revised Protocol II of the Convention on Certain Conventional Weapons (CCW), through national and regional measures, and, importantly, through enhanced contributions to demining and mine-victim assistance programmes.

For this reason, we regret that the Review Conference of the 1980 Convention, which took place in Vienna from 25 September to 13 October this year, did not complete its consideration of bans and restrictions on the use of mines, booby traps and other devices referred to in Protocol II of the Convention.

11. Having gained momentum from unilateral initiatives, the issue of prohibiting or restricting the international transfer of anti-personnel land-mines is now acquiring a multilateral dimension within the negotiations to amend Protocol II of the Convention and in other forums concerned with export control regimes.
١١ - واذ اكتسبت مسألة حظر أو تقييد نقل اﻷلغام البرية المضادة لﻷفراد على الصعيد الدولي زخما من جراء المبادرة الانفرادية، أخذت تلك المسألة تكتسب اﻵن بعدا متعدد اﻷطراف في اطار المفاوضات الرامية الى تعديل البروتوكول الثاني للاتفاقية وفي المحافل اﻷخرى المعنية بنظم مراقبة التصدير.

16. The Group of Experts is preparing, on a priority basis, specific proposals for amendments to Protocol II of the Convention for the purpose of strengthening prohibitions or restriction on the use of mines, booby traps and other devices, particularly those that are not detectable and self-destructing or self-neutralizing.
١٦ - ويعد فريق الخبراء حاليا، على سبيل اﻷولوية، مقترحات محددة لتعديل البروتوكول الثاني للاتفاقية بغرض تشديد الحظر أو التقييد المفروضين على استعمال اﻷلغام والشراك الخداعية واﻷجهزة اﻷخرى التي لا يمكن اكتشافها وغير المزودة بقدرة على التدمير الذاتي أو ابطال المفعول ذاتيا.

Thus, for instance, although Protocol II to the Convention prohibits or restricts the use of mines, booby traps and other devices, there are millions of mines scattered throughout the world in present or former conflict areas.
من ذلك مثلا أنه بالرغم من أن البروتوكول الثاني للاتفاقية يحظر أو يقيد استعمال اﻷلغام والفخاخ المتفجرة وغيرها من اﻷجهزة، فإن هناك ملايين اﻷلغام التي بثت في أرجاء العالم في مناطق نزاعات حالية أو سابقة.

We note with satisfaction the entry into force last December of Protocol II to the Convention on Certain Conventional Weapons.
ونلاحظ بارتياح أن البروتوكول الثاني للاتفاقية المتعلقة باستعمال أسلحة تقليدية معينة قد دخل حيز النفاذ في شهر كانون الأول/ديسمبر الماضي.

5. Also reaffirms the importance of the Second Protocol to the Convention, adopted at The Hague on 26 March 1999, and invites all States Parties to the Convention to consider becoming parties to the Second Protocol;
5 - تؤكد من جديد أيضا أهمية البروتوكول الثاني للاتفاقية المعتمد في لاهاي في 26 آذار/مارس 1999، وتدعو جميع الدول الأطراف في الاتفاقية إلى النظر في مسألة الانضمام إلى البروتوكول الثاني؛
