At all events, the draft declaration which the States parties to the Convention would be invited to adopt on the occasion of the entry into force of Protocol V expressed the strong commitment of those States to significantly reduce the suffering of the civilian population and enhance protection for them and for humanitarian personnel from the effects of explosive remnants of war.

Annex A 7. The PRESIDENT, recalling that, apart from decision 2, no text had been adopted on the subject of mines other than anti-personnel mines, proposed that annex A should deal with the question of explosive remnants of war and contain the text of the declaration adopted on 13 November 2006 on the occasion of the entry into force of Protocol V.

27. The entry into force of Protocol V was a real milestone in the realization of the fundamental aims of the Convention and his delegation encouraged the States parties to take the generic preventive measures envisaged in the Protocol in order to avoid, to the extent possible, the problem of explosive remnants of war.
27- وبينما يلاحظ الوفد الهندي أن دخول البروتوكول الخامس حيز النفاذ يشكل معلمة حقيقية في تحقيق الأهداف الرئيسية للاتفاقية، فإنه يشجع الدول الأطراف على الأخذ بالتدابير الوقائية العامة التي يتوخاها البروتوكول الخامس بغية تجنب، إلى أقصى حد ممكن، مشكلة المتفجرات من مخلفات الحرب.

36. The European Union unreservedly endorsed the declaration adopted on the occasion of the entry into force of Protocol V. It called on all States that had not yet done so to become parties to it as soon as possible and encouraged the States parties to commence preparations for their first Conference without delay.
36- وأردف قائلاً إن الاتحاد الأوروبي يؤيد دون تحفظ الإعلان المعتمد بمناسبة دخول البروتوكول الخامس حيز النفاذ. وإنه يحث جميع الدول التي لم تصبح بعد طرفاً فيه أن تفعل ذلك بأسرع ما يمكن ويشجع الدول الأطراف على بدء الأعمال التحضيرية لمؤتمرها الأول دون انتظار.

58. Mr. Chang Dong-hee (Republic of Korea) said that the entry into force of Protocol V in November 2006 had been a landmark in protecting civilians and in dealing with the inhumane consequences of weapons such as explosive remnants of war.

67. Some States Parties expressed an opinion that upon the entry into force of Protocol V on 12 November 2006 the basic mandate of the GGE on ERW would be considered to be completed.
67- وأعربت بعض الدول الأطراف عن رأي مفاده أنه بعد دخول البروتوكول الخامس حيز النفاذ في 12 تشرين الثاني/نوفمبر 2006، سيعتبر أن الولاية الأساسية لفريق الخبراء الحكوميين المعني بالمتفجرات من مخلفات الحرب قد اكتملت.

Mr. DUNCAN (United Kingdom of Great Britain and Northern Ireland) said that the United Kingdom welcomed the entry into force of Protocol V and planned to ratify it in the near future.

20. The States Parties have agreed that the Third Review Conference of the States Parties to the CCW should hold a Special (High Level) Segment to mark the entry into force of Protocol V on 13 November 2006.

Mr. BRUNI (Italy) said that the entry into force of Protocol V was a tangible result of the CCW process on mitigating the effects of explosive remnants of war, including unexploded cluster munitions.
