The Permanent Mission of Nicaragua to the United Nations presents its compliments to the Permanent Mission of Cyprus in its capacity as Chair of the United Nations Committee on Relations with the Host Country and has the honour to enclose copies of the following notes verbales:
تهدي البعثة الدائمة لنيكاراغوا لدى الأمم المتحدة تحياتها إلى البعثة الدائمة لقبرص بصفتها رئيس لجنة العلاقات مع البلد المضيف للأمم المتحدة، وتتشرف بأن تحيل إليها طيه المذكرتين الشفويتين التاليتين:

The Permanent Mission of Nicaragua respectfully requests the Permanent Mission of Cyprus, in its capacity as Chair of the United Nations Committee on Relations with the Host Country, to distribute the two enclosed communications.
وترجو البعثة الدائمة لنيكاراغوا ممتنة أن تقوم البعثة الدائمة لقبرص بصفتها رئيس لجنة العلاقات مع البلد المضيف للأمم المتحدة بتعميم الرسالتين المرفقتين.

The Permanent Mission of Nicaragua accordingly demands that the United States of America provide an immediate explanation regarding the aforementioned incident and that it take measures to ensure that there is no repetition.
وفي هذا الصدد، تطالب البعثة الدائمة لنيكاراغوا الولايات المتحدة الأمريكية بأن توافيها بتفسير على الفور بشأن الوقائع المشار إليها وتتخذ كذلك التدابير الكفيلة بعدم تكرارها.

The Permanent Mission of Nicaragua repeatedly failed to submit the required forms, with accurate and complete required information, even crucial information such as the Permanent Representative's correct date of arrival and correct port of entry, on a timely basis.
وقد عجزت البعثة الدائمة لنيكاراغوا مرارا وتكرارا عن تقديم الاستمارات المطلوبة في الموعد المحدد لذلك، مملوءة بالمعلومات المطلوبة الصحيحة والكاملة، بل وحتى المعلومات البالغة الأهمية من قبيل تاريخ الوصول الصحيح للممثلة الدائمة ومنفذ الدخول الصحيح الذي تستخدمه.

The host country later informed the Permanent Mission of Nicaragua in a note verbale that the Permanent Representative had been detained because her name was very similar to a name included in a list of suspected persons.
وأبلغ البلد المضيف البعثة الدائمة لنيكاراغوا في وقت لاحق في مذكرة شفوية أن الممثلة الدائمة قد احتجِزَت بسبب التشابه الشديد بين اسمها واسم مدرج في قائمة الأشخاص المشتبه فيهم.

The Permanent Mission of Nicaragua therefore declined to avail itself of the courtesies of port, reiterating that the host country is the one responsible for making sure that their own authorities comply with their obligations as a host country and with the general obligations under international law.
ورفضت البعثة الدائمة لنيكاراغوا بالتالي تلقي مجاملات المطار، وكررت تأكيد أن البلد المضيف هو المسؤول عن التأكد من امتثال سلطاته لالتزاماتها بوصفه بلداً مضيفاً، وللالتزامات العامة بموجب القانون الدولي.
