4. On 19 March 1996, the Committee forwarded the communication to the State party through its Special Rapporteur to enable it to draw up its comments, and requested it not to expel the author while his communication was under consideration by the Committee; the request was granted.

5.8 Finally, the State party confirms that, pursuant to the Committee's request, the appropriate authorities have been instructed not to carry out the death sentence against the author while his case is before the Committee.

In my view, the communication is thus inadmissible insofar it claims that the treatment of the author while in detention in Camp Cropper, the trial, and the ensuing death sentence are directly attributable to the State party and amount to violations by the State party of the Covenant.
