    By deporting the author to ensure that he could not avail himself of his right of appeal, not only did the State party violate article 2, paragraph 3, of the Covenant, but the spirit of this general comment. UN وقيام الدولة الطرف بترحيل صاحـب البلاغ على عجل لكي لا يتمتع بممارسة حقه في الاستئناف، لا تكون قد انتهكت الفقرة 3 من المادة 2 من العهد فحسب بل وانتهكت أيضا روح هذا التعليق العام.
