In its resolution 1995/13, the Commission requested the Secretary—General to submit a report to the Commission at its fifty—second session, recommending ways and means to carry out a political dialogue between creditor and debtor countries in the United Nations system, based on the principle of shared responsibility.
٦٢- وكانت اللجنة قد رجت من اﻷمين العام، في قرارها ٥٩٩١/٣١ أن يقدم تقريراً إلى اللجنة في دورتها الثانية والخمسين يوصي فيه بطرق ووسائل إجراء حوار سياسي بين البلدان الدائنة والمدينة في منظومة اﻷمم المتحدة، استناداً إلى مبدأ المسؤولية المشتركة.

30. The Commission on Human Rights, in its resolution 1998/24, also called attention to the debt crisis, and emphasized that in order to find a durable solution to the debt problem, there is a need for a political dialogue between creditor and debtor countries within the United Nations system, based on the principle of shared interests and responsibilities.
٣٠ - كما قامت لجنة حقوق اﻹنسان في قرارها ١٩٩٨/٢٤ بتوجيه الانتباه إلى أزمة الدين وأكدت أن الحل الدائم لمشكلة الدين يكمن في إجراء حوار سياسي بين البلدان الدائنة والمدينة داخل منظومة اﻷمم المتحدة يستند إلى مبدأ تقاسم المصالح والمسؤوليات.

47. To resolve the remaining debt problems of the highly indebted poorest countries, creditor and debtor countries and international financial institutions should continue their efforts to find effective, comprehensive, durable and development-oriented solutions, including such measures as debt reduction, debt swaps, debt cancellation, and increased grants and concessional flows.
٧٤ - وبغية حل مشاكل الديون المتبقية على أفقر البلدان المثقلة بالدين، ينبغي أن تواصل البلدان الدائنة والمدينة والمؤسسات المالية الدولية بذل جهودها من أجل التوصل الى حلول فعالة وشاملة ودائمة وموجهة الى التنمية، بما في ذلك اتخاذ تدابير مثل خفض الديون، ومبادلتها، وإلغائها، وزيادة المنح والتدفقات التساهلية.

7. National and regional governance of Andean countries so that: (a) international financial bodies and debtor countries consider effective mechanisms to ease the foreign debt servicing burden, when required by the situation of the country concerned; and (b) creditor and debtor countries come to understandings to deal with the negative impact that foreign debt servicing may under certain circumstances have on the right to development.
7 - الحكم الوطني والإقليمي لبلدان الأنديز كي: (أ) تنظر الهيئات المالية الدولية والبلدان المدينة في آليات فعالة لتيسير عبء خدمة الدين الخارجي، عندما تقتضي حالة البلد المعني ذلك؛ (ب) تتوصل البلدان الدائنة والمدينة إلى تفاهم لمعالجة الأثر السلبي الذي قد تحدثه خدمة الدين الخارجي، في ظل ظروف محددة، على الحق في التنمية.
