61. According to the European Network on Debt and Development (EURODAD), the reimbursement of the debt should not take priority over the fundamental rights of the populations of debtor countries to food, housing, clothes, work, health services, and a healthy and viable environment.
١٦- وأعربت الشبكة اﻷوروبية المعنية بالديون والتنمية (European Network on Debt and Development) (EURODAD) عن رأي مفاده أنه " يجب ألاﱠ تكون لتسديد الديون اﻷولوية على الحقوق اﻷساسية لسكان البلدان المدينة في الحصول على الغذاء، والسكن، والكساء، والعمل، والخدمات الصحية، والبيئة السليمة والمستدامة.

According to the Commission on Human Rights, " the exercise of the basic rights of the people of debtor countries to food, housing, clothing, employment, education, health services and a healthy environment cannot be subordinated to the implementation of structural adjustment policies and economic reforms arising from debt " .
ووفقاً للجنة حقوق الإنسان، فإن " ممارسة الحقوق الأساسية لسكان البلدان المدينة في الحصول على الغذاء، والمسكن، والملبس، والعمل، والتعليم، والخدمات الصحية، والتمتع ببيئة صحية لا يجوز أن تخضع لتطبيق سياسات التكيف الهيكلي والإصلاحات الاقتصادية الناشئة عن الديون " ().

36. An important consideration that has been emphasized by the Commission on Human Rights, as in resolution 2000/82, is that " the exercise of the basic rights of the people of debtor countries to food, housing, clothing, employment, education, health services and a healthy environment cannot be subordinated to the implementation of structural adjustment policies and economic reforms arising from debt " .
36- وهناك اعتبار هام أكدته لجنة حقوق الإنسان، على نحو ما ورد في القرار 2000/82، ألا وهو أن " ممارسة الحقوق الأساسية لسكان البلدان المدينة في الحصول على الغذاء والمسكن والملبس والعمل والتعليم والخدمات الصحية والتمتع ببيئة صحية لا يجوز أن تخضع لتطبيق سياسات التكيف الهيكلي والإصلاحات الاقتصادية الناشئة عن الديون " .
