It is extremely difficult or even impossible for African and other developing countries to determine the nature of substances crossing their borders.
ومن المتعذر للغاية، بل من المستحيل، على البلدان اﻷفريقية وغيرها من البلدان النامية أن تحدد طبيعة المواد التي تعبر حدودها.

The first consists in outlining the elements of the problem and conducting a general survey of issues involving the human rights of the victims, with special emphasis on difficulties encountered by African and other developing countries.

)ب( تحري ورصد وبحث الاتجار بالمنتجات والنفايات السمية والخطرة وإلقائها بشكل غير مشروع في البلدان اﻷفريقية وغيرها من البلدان النامية، وتلقي بلاغات وجمع معلومات عن ذلك؛

Developing countries, in particular African countries and other least developed countries, should be the major focus of the effort.
وينبغي أن تركز هذه الجهود أساسا على البلدان النامية، ولا سيما على البلدان الأفريقية وغيرها من أقل البلدان نموا.

In particular, in reviewing the historical background to the problem, the factors contributing to the development of the phenomenon and the special difficulties encountered by African and other developing countries, the Special Rapporteur noted that African countries were specifically targeted.
وبوجه خاص لاحظت المقررة الخاصة - لدى استعراض الخلفية التاريخية للمشكلة والعوامل التي تسهم في تفاقم الظاهرة والصعوبات الخاصة التي تواجهها البلدان اﻷفريقية وغيرها من البلدان النامية، كما لاحظت أن البلدان اﻷفريقية مستهدفة على وجه التحديد.

In this regard, the Council urges that any International Monetary Fund (IMF) gold reserve sales should be undertaken in a limited and cautiously phased manner so as to minimize any adverse effect on African and other developing gold-producing countries.
وبهذا الخصوص يحث المجلس على أن تتم على مراحل أية عملية من عمليات بيع احتياطيات الذهب يقوم بها صندوق النقد الدولي وبشكل محدود وحذر للتقليل إلى أدنى حد من أية آثار سيئة تقع على البلدان اﻷفريقية وغيرها من البلدان النامية المنتجة للذهب.

4. Commends the considerable efforts of African and other developing countries to improve the administration of justice and to promote and protect human rights, notwithstanding the limited financial and material resources at their disposal;
٤- تثني على الجهود الكبيرة التي بذلتها البلدان اﻷفريقية وغيرها من البلدان النامية لتحسين إقامة العدل ولتعزيز وحماية حقوق اﻹنسان بالرغم من محدودية الموارد المالية والمادية التي لديها؛

(a) Investigate and examine the effects of the illicit dumping of toxic and dangerous products and wastes in African and other developing countries on the enjoyment of human rights, in particular on the human rights to life and health of everyone;
)أ( استقصاء وبحث آثار إلقاء المنتجات والنفايات السمية والخطرة بشكل غير مشروع في البلدان اﻷفريقية وغيرها من البلدان النامية على التمتع بحقوق اﻹنسان، وبخاصة حق كل شخص في الحياة وفي الصحة؛

(d) Produce annually a list of the countries and transnational corporations engaged in the illicit dumping of toxic and dangerous products and wastes in African and other developing countries and a census of human persons killed, maimed or otherwise injured in the developing countries through this heinous act.
)د( وضع قائمة سنوية بالبلدان والشركات عبر الوطنية التي تقوم بإلقاء المنتجات والنفايات السمية والخطرة بصورة غير مشروعة في البلدان اﻷفريقية وغيرها من البلدان النامية، واحصاء لﻷشخاص الذين قتلوا أو شوهوا أو أصيبوا بأي أذى في البلدان النامية من جراء هذا العمل الشائن.

(a) Investigate and examine the effects of the illicit dumping of toxic and dangerous products and wastes in African and other developing countries on the enjoyment of human rights, in particular on the human rights to life and health of everyone;
)أ( استقصاء وبحث آثار إلقاء المنتجات والنفايات السمية والخطرة غير المشروع في البلدان اﻷفريقية وغيرها من البلدان النامية على التمتع بحقوق اﻹنسان، وبخاصة حق كل شخص في الصحة وحقه في الحياة؛

(b) Investigate, monitor, examine and receive communications and gather information on the illicit traffic and dumping of toxic and dangerous products and wastes in African and other developing countries;
)ب( تحري ورصد وبحث الاتجار غير المشروع بالمنتجات والنفايات السمية والخطرة واﻹلقاء غير المشروع لهذه المنتجات والنفايات في البلدان اﻷفريقية وغيرها من البلدان النامية، وتلقي بلاغات وجمع معلومات عن ذلك؛

(c) Make recommendations and proposals on adequate measures to control, reduce and eradicate the illicit traffic in, transfer to and dumping of toxic and dangerous products and wastes in African and other developing countries;
)ج( تقديم توصيات واقتراحات بشأن التدابير المناسبة لمراقبة وتخفيف الاتجار بالمنتجات والنفايات السمية والخطرة ونقلها وإلقائها بصورة غير مشروعة في البلدان اﻷفريقية وغيرها من البلدان النامية، والقضاء على هذه اﻷعمال؛

(d) Produce annually a list of the countries and transnational corporations engaged in the illicit dumping of toxic and dangerous products and wastes in African and other developing countries and a census of human persons killed, maimed or otherwise injured in the developing countries through this heinous act.
)د( تقديم قائمة سنوية بالبلدان والشركات عبر الوطنية التي تقوم بإلقاء المنتجات والنفايات السمية والخطرة بصورة غير مشروعة في البلدان اﻷفريقية وغيرها من البلدان النامية، واحصاء لﻷشخاص الذين قتلوا أو شوهوا أو اصيبوا بأي أذى في البلدان النامية من جراء هذا العمل الشائن.

18. The Special Rapporteur intends to establish a dialogue with Governments concerning allegations and prospective field missions with a view to assisting the Governments concerned in finding appropriate solutions to deal with the illicit traffic and dumping of toxic and dangerous products and wastes, especially in African and other developing countries.
٨١- وتعتزم المقررة الخاصة إقامة حوار مع الحكومات بشأن الادعاءات والبعثات الميدانية المحتملة بغية مساعدة الحكومات المعنية في إيجاد حلول مناسبة للتصدي للاتجار بالمنتجات والنفايات السمية والخطرة وإلقائها بصورة غير مشروعة، وبخاصة في البلدان اﻷفريقية وغيرها من البلدان النامية.

103. In resolution 1995/81, the Commission requested the Special Rapporteur to make recommendations and proposals on adequate measures to control, reduce and eradicate the illicit traffic in, transfer to and dumping of toxic and dangerous products and wastes in African and other developing countries.
١٠٣- في القرار ١٩٩٥/٨١، طلبت لجنة حقوق الانسان من المقرر الخاص تقديم توصيات واقتراحات بشأن التدابير المناسبة لمراقبة وتخفيف الاتجار بالمنتجات والنفايات السامة والخطرة ونقلها وإلقائها بصورة غير مشروعة في البلدان اﻷفريقية وغيرها من البلدان النامية.

107. Following is a brief summary of the factors contributing to the movement of toxic and dangerous products and wastes to African and other developing countries which have been identified in the light of the information made available to the Special Rapporteur.
١٠٧- ويرد فيما يلي استعراض موجز للعوامل التي تسهم في حركة نقل المنتجات والنفايات السامة والخطرة الى البلدان اﻷفريقية وغيرها من البلدان النامية، والتي تم تحديدها في ضوء المعلومات المتاحة للمقررة الخاصة.

While a developing country itself, China has all along provided assistance to African countries and other developing countries, according to its ability, and has helped them to improve their capacity for independent and sustainable development.
والصين، مع أنها دولة نامية ذاتها، فإنها ظلت تقدم على الدوام المساعدة إلى البلدان الأفريقية وغيرها من البلدان النامية، حسب قدرة الصين، وساعدت تلك البلدان على تحسين قدراتها على التنمية المستقلة والمستدامة.

UNCTAD launched an initiative in this regard with a view to integrating African countries and other developing countries into the new and dynamic sectors trade context.
وفي هذا الصدد أطلق الأونكتاد مبادرة تهدف إلى إدماج البلدان الأفريقية وغيرها من البلدان النامية في سياق تجارة منتجات القطاعات الجديدة والدينامية.

That is why we strongly support the proposals of Secretary-General Kofi Annan, who believes that the industrialized countries should take a number of measures for the benefit of the African countries and other developing regions to ensure the possibility of their making significant progress in the new world economy.
ولهذا نؤيد بقوة مقترحات الأمين العام كوفي عنان، الذي يعتقد أنه على البلدان الصناعية أن تتخذ عددا من التدابير لمنفعة البلدان الأفريقية وغيرها من المناطق النامية بغية تمكينها من إحراز تقدم كبير في اقتصاد العالم الجديد.
