The Panel should promote multidisciplinary action at the international level consistent with the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests (Forest Principles), adopted by the United Nations Conference on Environment and Development.

I.1 The preparatory work should be based on the provisions of the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of all Types of Forests, and would benefit from consideration of regional initiatives and regional dimensions.

The Working Group suggested that the terms of reference should derive from elements contained in the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests and in chapter 11 of Agenda 21, taking into account subsequent international initiatives related to forests.

The Panel held its first session in September 1995.

2. The special session should not attempt to renegotiate Agenda 21, the Rio Declaration, the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests, or other intergovernmental agreements in the field of sustainable development.

39. The main forest-related outputs from the 1992 Conference were the agreement on the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of all Types of Forests, the so-called Forest Principles, and chapter 11 on combating deforestation of Agenda 21.

Principle 14 of the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests1 adopted by the United Nations Conferences on Environment and Development, discourages the use of trade measures to achieve environmental purposes, citing that they do not help to achieve sustainable forest management in the long term.
