The peace accords, the recommendations of the Commission on the Truth and those of ONUSAL's Human Rights Division established the need to reform legislation in order to bring it into line with the changed circumstances in the country.

94. On 29 July 1993, the ONUSAL Human Rights Division signed a cooperation agreement with the Office, with a view to contributing to the strengthening of that institution.
٩٤ - وبغية المساعدة على تعزيز النيابة مؤسسيا، عقدت معها شعبة حقوق اﻹنسان التابعة لبعثة مراقبي اﻷمم المتحدة في السلفادور اتفاقا للتعاون في ٢٩ تموز/يوليه ١٩٩٣.

In later consultations, it was agreed that the members of the Joint Group would be two independent representatives of the Government of El Salvador nominated by the President of the Republic, the National Counsel for the Defence of Human Rights and the Director of the Division of Human Rights of ONUSAL.

77. In the period to which this report relates, the Electoral Division of ONUSAL continued to channel its efforts to expand the electoral roll, providing enormous help to the Supreme Electoral Tribunal in the work of registering voters and issuing voter registration documents.

The investigations conducted thus far by the ONUSAL Human Rights Division tend to confirm the supposition that this was not a politically motivated crime, and was perpetrated by common criminals who had not planned to kill the victim.

39. In its twelfth report, the ONUSAL Human Rights Division noted that during the period covered by the report, ONUSAL received two complaints of torture by members of the National Civil Police.
٩٣- لاحظت شُعبة حقوق اﻹنسان التابعة لبعثة مراقبي اﻷمم المتحدة في السلفادور أنها تلقت، خلال الفترة موضع التقرير، شكويين عن تعذيب ارتكبه أفراد الشرطة المدنية الوطنية.

38. In its twelfth report, the ONUSAL Human Rights Division noted that " It is noteworthy that there have been no enforced disappearances in El Salvador for over two years " .
٨٣- لاحظت شُعبة حقوق اﻹنسان التابعة لبعثة مراقبي اﻷمم المتحدة في السلفادور في تقريرها الثاني عشر أنه " يجدر التنويه بأنه لم تحدث في السلفادور حالات اختفاء قسري منذ مدة تزيد على سنتين " .

52. the ONUSAL Human Rights Division has traditionally focused on the right to identity documents, since the effective exercise of that right is a fundamental prerequisite for the exercise of other basic rights, particularly political and civil rights.
٥٢ - دأبت شعبة حقوق الانسان التابعة لبعثة مراقبي اﻷمم المتحدة في السلفادور على إيلاء اهتمام خاص للحــق في وثائق إثبات الهوية ﻷن إعماله الفعلي يشكل شرطا أساسيا ﻹعمال الحقوق اﻷساسية اﻷخرى، ولا سيما الحقوق السياسية والمدنية.

9. In the past six months, ONUSAL's Human Rights Division has emphasized the strengthening of national institutions such as the National Council of the Judiciary, the office of the Attorney-General of the Republic, the National Civil Police and the National Public Security Academy, as well as the development of a new doctrine for the Armed Forces.
٩ - وفي اﻷشهر الستة الماضية، أكدت شعبة حقوق اﻹنسان التابعة لبعثة مراقبي اﻷمم المتحدة في السلفادور على تعزيز المؤسسات الوطنية مثل المجلس الوطني للقضاء، ومكتب النائب العام للجمهورية، والشرطة المدنية الوطنية واﻷكاديمية الوطنية لﻷمن العام، بالاضافة إلى وضع مذهب جديد للقوات المسلحة.

When the Secretary-General's fourth report on the activities of ONUSAL's Electoral Division was issued (S/1994/375), the official results of the first round were still not known.
