A. Observations concerning the report to the General Assembly at its forty-ninth session

In accordance with paragraphs 2 and 3 of the annex to resolution 33/138, the 21 Vice-Presidents of the General Assembly at its forty-ninth session shall be elected according to the following pattern:

1. The Special Rapporteur submitted his interim report on the situation of human rights in Haiti to the General Assembly at its forty-ninth session in New York (A/49/513, 14 October 1994).

The Special Rapporteur submitted a preliminary report to the General Assembly at its forty-ninth session in October 1994 (A/49/594 and Add 1).

9. In this chapter, the Special Rapporteur reports the comments which he received from Governments and non-governmental organizations following the submission of his report to the General Assembly at its forty-ninth session (A/49/677, annex) and the exchange of correspondence which ensued.

In view of the new trend towards rationalization, as has been asserted, in order to achieve greater efficiency in the functions of the United Nations, my delegation has decided to present neither a draft resolution nor a draft decision on agenda item 23, " Programmes and activities to promote peace in the world " , so that at the General Assembly's forty-ninth session this work may be continued.

At the outset of the General Assembly's forty-ninth session, the General Committee, on the basis of the directives laid down in resolution 45/45, decided by consensus that the item dealing with the financial situation of the Organization should be allocated to the Fifth Committee, with a view to deriving the greatest possible benefit from the expertise of that Committee.

At the forty-ninth session of the General Assembly, a process of filling in the gaps in the international legal framework had begun.

Much was done to achieve these objectives during the forty-ninth regular session of the General Assembly.
