He also suggested that perhaps trade through free trade zones was obscuring the countries of origin and asked whether Parties to the Protocol should consider adopting a prior informed consent system similar to that employed under the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal.

Paragraph 6 of Article 15 of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal provides the following:
1 - تنصّ الفقرة 6 من المادة 15 من اتفاقية بازل بشأن التحكُّم في نقل النفايات الخطرة والتخلُّص منها عبر الحدود على ما يلي:

1. The eleventh ordinary meeting of the Conference of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal was held at the Geneva International Conference Centre from 28 April to 10 May 2013.
1 - عُقد الاجتماع العادي الحادي عشر لمؤتمر الأطراف في اتفاقية بازل بشأن التحكُّم في نقل النفايات الخطرة والتخلُّص منها عبر الحدود، في مركز المؤتمرات الدولي في جنيف في الفترة من 28 نيسان/أبريل إلى 10 أيار/مايو 2013.

1. Approves the application form for admission as an observer at meetings of the Conference of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal set out in the annex to the present decision;
1 - يُقِر استمارة طلب القبول بصفة مراقب في اجتماعات مؤتمر الأطراف في اتفاقية بازل بشأن التحكُّم في نقل النفايات الخطرة والتخلُّص منها عبر الحدود المبيَّنة في مرفق هذا المقرر؛

2. Approves the revised application form for admission as an observer at meetings of the Conference of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal set out in the annex to the present decision;
2 - يُقِر الاستمارة المنقحة لطلب القبول بصفة مراقب في اجتماعات مؤتمر الأطراف في اتفاقية بازل بشأن التحكُّم في نقل النفايات الخطرة والتخلُّص منها عبر الحدود المبيَّنة في مرفق هذا المقرر؛()

3. The Conference of the Parties shall adopt guidelines on the environmentally sound interim storage of such mercury and mercury compounds, taking into account any relevant guidelines developed under the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal and other relevant guidance.
3 - يعتمد مؤتمر الأطراف مبادئ توجيهية بشأن التخزين المؤقت السليم بيئياً للزئبق ومركّبات الزئبق، آخذاً في الاعتبار أي مبادئ توجيهية ذات صلة توضَع بموجب اتفاقية بازل بشأن التحكُّم في نقل النفايات الخطرة والتخلّص منها عبر الحدود وأي توجيه آخر ذي صلة.

1. Takes note of the information provided by the Secretariat of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal on the strengthening of the Basel Convention regional and coordinating centres;
1 - يحيط علماً بالمعلومات المقدَّمة من أمانة اتفاقية بازل بشأن التحكُّم في نقل النفايات الخطرة والتخلّص منها عبر الحدود، بشأن تعزيز المراكز الإقليمية والتنسيقية التابعة لاتفاقية بازل()؛

Relevant provisions of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal and guidelines developed thereunder;
(أ) الأحكام ذات الصلة في اتفاقية بازل بشأن التحكُّم في نقل النفايات الخطرة والتخلّص منها عبر الحدود، والمبادئ التوجيهية الصادرة في إطار تلك الاتفاقية؛

in a quantity above the relevant thresholds defined by the Conference of the Parties, in collaboration with the relevant bodies of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal in a harmonized manner, that are disposed of or are intended to be disposed of or are required to be disposed of by the provisions of national law or the Minamata Convention.
بكمية تزيد عن المستويات الحدِّية ذات الصلة التي يحدِّدها مؤتمر الأطراف، بالتعاون مع الهيئات ذات الصلة في اتفاقية بازل بشأن التحكُّم في نقل النفايات الخطرة والتخلص منها عبر الحدود وبطريقة متسقة، والتي يجري التخلُّص منها أو المزمع التخلُّص منها أو المطلوب التخلُّص منها بموجب أحكام القانون الوطني أو اتفاقية ميناماتا.

For instance, in article 4, paragraph 3, of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, it is stipulated that " [t]he Parties consider that illegal traffic in hazardous wastes or other wastes is criminal. "
فعلى سبيل المثال، تنص الفقرة 3 من المادة 4 من اتفاقية بازل بشأن التحكُّم في نقل النفايات الخطرة والتخلُّص منها عبر الحدود على أنَّ الأطراف تعتبر " أنَّ الاتّجار غير المشروع بالنفايات الخطرة أو النفايات الأخرى فعل إجرامي " .

Recognizing also the activities of the World Health Organization in the protection of human health related to mercury and the roles of relevant multilateral environmental agreements, especially the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal and the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade,
وإذ تُقِرّ أيضاً بأنشطة منظمة الصحة العالمية لحماية صحة الإنسان فيما يتصل بالزئبق وبأدوار الاتفاقات البيئية المتعددة الأطراف ذات الصلة، لا سيما اتفاقية بازل بشأن التحكُّم في نقل النفايات الخطرة والتخلُّص منها عبر الحدود واتفاقية روتردام لتطبيق إجراء الموافقة المسبقة عن علم على مواد كيميائية ومبيدات آفات معيَّنة خطرة متداولة في التجارة الدولية،

Mindful of the legal autonomy of each of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants,
إذ يضع في اعتباره الاستقلالية القانونية لكل من اتفاقية بازل بشأن التحكُّم في نقل النفايات الخطرة والتخلُّص منها عبر الحدود، واتفاقية روتردام المتعلّقة بتطبيق إجراء الموافقة المُسبقة عن علم على مواد كيميائية ومبيدات آفات معينة خطرة متداولة في التجارة الدولية، واتفاقية استكهولم بشأن الملوِّثات العضوية الثابتة،

The meeting was held in coordination with the eleventh ordinary meeting of the Conference of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, the sixth ordinary meeting of the Conference of the Parties to the Stockholm Convention on Persistent Organic Pollutants and the second simultaneous extraordinary meetings of the conferences of the parties to the three conventions.
2 - وعُقد الاجتماع بالتنسيق مع الاجتماع العادي الحادي عشر لمؤتمر الأطراف في اتفاقية بازل بشأن التحكُّم في نقل النفايات الخطرة والتخلُّص منها عبر الحدود، والاجتماع العادي السادس لمؤتمر الأطراف في اتفاقية استكهولم بشأن الملوثات العضوية الثابتة، والاجتماعات الاستثنائية المتزامنة الثانية لمؤتمرات الأطراف في الاتفاقيات الثلاث.

The budget should be presented in a programmatic format [harmonized with the format used by the secretariats of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants].
وينبغي أن تُقدَّم الميزانية وفق نماذج برنامجية [تتسق والنماذج المستخدَمة لدى أمانات اتفاقية بازل بشأن التحكُّم في نقل النفايات الخطرة والتخلُّص منها عبر الحدود واتفاقية روتردام المتعلقة بتطبيق إجراءات الموافقة المسبقة عن علم على مواد كيميائية ومبيدات آفات معيَّنة خطرة متداولة في التجارة الدولية واتفاقية استكهولم بشأن الملوِّثات العضوية الثابتة].

2. Invites parties and others to send, by 15 February 2013, further comments on options for the interpretation of terms, considering both voluntary and legally-binding options, and requests the Secretariat to post those comments on the website of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal;
2 - يدعو الأطراف وغيرها إلى إرسال المزيد من التعليقات في موعد غايته 15 شباط/فبراير 2013 بشأن خيارات تفسير المصطلحات، مع إيلاء الاعتبار لكل من الخيارات الطوعية والملزمة قانوناً، ويطلب إلى الأمانة تحميل هذه التعليقات على موقع اتفاقية بازل بشأن التحكُّم في نقل النفايات الخطرة والتخلّص منها عبر الحدود على الانترنت؛
