The Permanent Mission of the Democratic People’s Republic of Korea to the United Nations hereby issues the following communiqué highlighting the position of the Democratic People’s Republic of Korea concerning unilateral coercive economic measures.
والبعثة الدائمة لجمهورية كوريا الشعبية الديمقراطية لدى اﻷمم المتحدة تصدر بموجب هذا البلاغ التالي الذي يبرز موقف جمهورية كوريا الشعبية الديمقراطية بشأن التدابير الاقتصادية القسرية اﻷحادية.

2. unilateral coercive economic measures and related laws must be removed unconditionally.
٢ - إن التدابير الاقتصادية القسرية اﻷحادية والقوانين ذات الصلة يجب إلغاؤها دون شرط.

It is noteworthy that the United States is also talking about reviewing its unilateral coercive economic measures, paying attention to the demands of the international community.
ومن الجدير بالذكر أن الولايات المتحدة تتحدث أيضا عن إعادة النظر في التدابير الاقتصادية القسرية اﻷحادية التي تنتهجها، مراعية في ذلك مطالب المجتمع الدولي.

8. The group had noted that unilateral coercive economic measures were often counter-productive and gave rise to serious humanitarian and ethical concerns.
٨ - وذكر أن الفريق لاحظ أن التدابير الاقتصادية القسرية اﻷحادية لا تؤدي في الغالب إلى النتيجة المنتظرة منها وأنها تثير مخاوف جدية من الناحيتين اﻹنسانية واﻷخلاقية.

1. unilateral coercive economic measures are in complete contravention of the purposes of the Charter of the United Nations, relevant international laws and declarations and programmes of action adopted in the General Assembly and United Nations conferences.
١ - إن التدابير الاقتصادية القسرية اﻷحادية تتعارض بشكل تام مع مقاصد ميثاق اﻷمم المتحدة، والقوانين واﻹعلانات وبرامج العمل الدولية ذات الصلة التي اعتمدتها الجمعية العامة ومؤتمرات اﻷمم المتحدة.

Therefore, the removal of unilateral coercive economic measures is a unanimous demand of an international community aspiring to peace and prosperity for humankind as well as an important and urgent matter that should be realized without fail, in keeping with the overall principles of international law, including the Charter of the United Nations.
ولذلك، فإن إلغاء التدابير الاقتصادية القسرية اﻷحادية هو طلب إجماعي للمجتمع الدولي الذي يأمل في تحقيق السلم والرخاء لﻹنسانية كما أنه يشكل مسألة هامة وملحة ينبغي تحقيقها بكل السبل تمشيا مع المبادئ العامة للقانون الدولي، بما في ذلك ميثاق اﻷمم المتحدة.

The Member States of the United Nations are called upon to pay further attention to ensuring that the General Assembly resolution on the removal of unilateral coercive economic measures is duly implemented in accordance with the purpose of the Charter of the United Nations.
ومطلوب من الدول اﻷعضاء في اﻷمم المتحدة أن توجه اهتمامها بصورة أكبر إلى ضمان التنفيذ على النحو الواجب لقرار الجمعية العامة بشأن إنهاء التدابير الاقتصادية القسرية اﻷحادية وفقا لمقاصد ميثاق اﻷمم المتحدة.

10. Cuba once again condemns the use of unilateral coercive economic measures as a means of exerting political and economic pressure on developing countries.
١٠ - كوبا: تُدين مرة أخرى استخدام التدابير الاقتصادية القسرية اﻷحادية وسيلة لممارسة ضغط سياسي واقتصادي على البلدان النامية.

Gravely concerned that the use of unilateral coercive economic measures adversely affects the economy and development efforts of developing countries in particular and has a general negative impact on international economic cooperation and on worldwide efforts to move towards a non-discriminatory and open multilateral trading system,
وإذ يساورها بالغ القلق ﻷن استخدام التدابير الاقتصادية القسرية اﻷحادية يؤثر تأثيرا ضارا بوجه خاص على اقتصاد البلدان النامية وجهودها اﻹنمائية، ويخلف أثرا سلبيا عاما على التعاون الاقتصادي الدولي وعلى الجهود المبذولة على نطاق العالم للتحرك نحو إقامة نظام تجاري غير تمييزي ومفتوح ومتعدد اﻷطراف،

I have the honour to enclose herewith the communiqué on the removal of unilateral coercive economic measures against sovereign States issued by the Permanent Mission of the Democratic People’s Republic of Korea to the United Nations on 22 July 1998.
أتشرف بأن أرفق طيه البلاغ الصادر بشأن إلغاء التدابير الاقتصادية القسرية اﻷحادية المفروضة على الدول ذات السيادة، الصادر عن البعثة الدائمة لجمهورية كوريا الشعبية الديمقراطية لدى اﻷمم المتحدة في ٢٢ تموز/يوليه ١٩٩٨.

The importance of international cooperation, including multilateral and bilateral negotiations on contentious issues, and of positive economic measures that involve adequate incentives and reward systems to induce policy changes, when warranted, was reaffirmed and stressed at the meeting as a more rational and viable alternative to unilateral coercive economic measures in most cases.
وتم التأكيد والتشديد في الاجتماع على أهمية التعاون الدولي، بما في ذلك المفاوضات الثنائية والمتعددة اﻷطراف بشأن القضايا المثيرة للنزاع، والتدابير الاقتصادية اﻹيجابية التي تشمل حوافز كافية وأنظمة مكافأة ﻹحداث تغييرات في السياسة، عند الضرورة، بوصفه بديلا أكثر منطقية وقابلية للبقاء من التدابير الاقتصادية القسرية اﻷحادية الجانب في معظم الحالات.

At present, when the twentieth century is coming to an end, the removal of unilateral coercive economic measures and related laws constitutes one of the major areas of concern of the international community in doing away with the confrontational and oppressive modes of thinking of the cold-war era in international relations forever and ushering in a prosperous new millennium.
في الوقت الراهن، ومع دنو القرن العشرين من نهايته، أصبح إلغاء التدابير الاقتصادية القسرية اﻷحادية والقوانين ذات الصلة يمثل أحد مجالات الاهتمام الرئيسية للمجتمع الدولي من أجل التخلص إلى اﻷبد من أسلوبي التفكير التصادمي والقهري اللذين سادا العلاقات الدولية في عصر الحرب الباردة، والبدء في ألفية جديدة مزدهرة.
