According to article 2 of the Employment Act, unemployed persons are defined as able-bodied citizens not gainfully occupied who are registered with the State employment Service for the purpose of seeking suitable work and are willing to accept it, but to whom the Employment Service has not proposed such work.

105. In 2005, 1,617,000 women applied to the State employment service and, of these, 531,000 were placed in jobs, accounting for half of all those placed in employment, and, in addition, 21,300 women received lump-sum unemployment benefits to help them start up their own small businesses.
