The Global Environment Facility (GEF), in accordance with the memorandum of understanding between the COP and the Council of the GEF;

In conformity with the Memorandum of Understanding (MoU) between the COP and the International Fund for Agricultural Development (IFAD) regarding the modalities and administrative operations of the Global Mechanism, the present core budge proposal has been prepared by the Managing Director of the Global Mechanism in full consultation with the Controller's Office of IFAD.

1. Adopts the memorandum of understanding between the Conference of the Parties and the Council of the Global Environment Facility, as contained in the annex to the present decision;
1 - يعتمد مذكرة التفاهم المبرمة بين مؤتمر الأطراف ومجلس مرفق البيئة العالمية على النحو الوارد في المرفق لهذا المقرر؛

2. Requests the Secretariat, in consultation with the Global Environment Facility, to report to the Conference at its future meetings on the effectiveness of the implementation of the memorandum of understanding between the Conference of the Parties and the Council of the Global Environment Facility;
2 - يطلب إلى الأمانة أن تقدم إلى المؤتمر في اجتماعاته المستقبلة، بالتشاور مع مرفق البيئة العالمية، تقارير عن فعالية تنفيذ مذكرة التفاهم المبرمة بين مؤتمر الأطراف ومجلس مرفق البيئة العالمية؛

3. Adopts the memorandum of understanding between the Conference of the Parties and the United Nations Environment Programme regarding the hosting of the Climate Technology Centre, as contained in annex I to this decision;
3- يعتمد مذكرة التفاهم المبرمة بين مؤتمر الأطراف وبرنامج الأمم المتحدة للبيئة فيما يتعلق باستضافة مركز تكنولوجيا المناخ، بصيغتها الواردة في المرفق الأول لهذا المقرر؛

Requests the Global Environment Facility to prepare and submit reports to each ordinary meeting of the Conference of the Parties on its operations in support of the Convention, as set out in the memorandum of understanding between the Conference of the Parties and the Council of the Global Environment Facility.
5 - يطلب إلى مرفق البيئة العالمية أن يعد وأن يقدم تقارير إلى كل اجتماع عادي لمؤتمر الأطراف، بشأن عملياته الرامية لدعم الاتفاقية وذلك على النحو المبين في مذكرة التفاهم المبرمة بين مؤتمر الأطراف ومجلس مرفق البيئة العالمية.

To examine how the Global Environment Facility implements the annex to the memorandum of understanding between the Conference of the Parties and the Council of the Global Environment Facility relating to the determination of funding necessary and available for the implementation of the Convention (decision 12/CP.3);
(ب) أن يبحث كيفية تنفيذ مرفق البيئة العالمية لمرفق مذكرة التفاهم المبرمة بين مؤتمر الأطراف ومجلس مرفق البيئة العالمية بشأن تحديد التمويل اللازم والمتاح من أجل تنفيذ الاتفاقية (المقرر 12/م أ-3)؛

The Conference of the Parties in its decision SC-1/11 adopted the memorandum of understanding between the Conference of the Parties and the Council of the Global Environment Facility (GEF) that is set out in the annex to that decision and by its decision SC-2/10 welcomed its approval by the GEF Council and took note that the memorandum entered into effect on 10 November 2005.
مؤتمر الأطراف في مقرره اتفاقية استكهولم - 1/11، مذكرة التفاهم المبرمة بين مؤتمر الأطراف ومجلس مرفق البيئة العالمية والواردة في مرفق ذلك المقرر، ورحّب في مقرّره اتفاقية استكهولم - 2/10 بإقرارها من قبل مجلس مرفق البيئة العالمية وأحاط علماً ببدء نفاذها في 10 تشرين الثاني/نوفمبر 2005.

The Conference of the Parties in its decision SC-2/10 requested the Secretariat, in consultation with GEF, to report to the Conference of the Parties at its future meetings on the effectiveness of the implementation of the memorandum of understanding between the Conference of the Parties and the GEF Council.
4 - وطلب مؤتمر الأطراف في مقرّره اتفاقية استكهولم - 2/10، إلى الأمانة أن تقدّم إلى المؤتمر في اجتماعاته المقبلة، بالتشاور مع مرفق البيئة العالمية، تقارير عن فعالية تنفيذ مذكرة التفاهم المبرمة بين مؤتمر الأطراف ومجلس مرفق البيئة العالمية.

Paragraph 7 of the memorandum of understanding between the Conference of the Parties and the GEF Council, set forth in the annex to decision SC-1/11, states that " ... the [GEF] Council will prepare and submit regular reports to the Conference of the Parties at each ordinary meeting of the Conference of the Parties. "
5 - تنص الفقرة 7 من مذكرة التفاهم المبرمة بين مؤتمر الأطراف ومجلس مرفق البيئة العالمية، المرفقة بالمقرر اتفاقية استكهولم - 1/11، على أن " يقوم مجلس [مرفق البيئة العالمية] بإعداد وتقديم تقارير دورية إلى مؤتمر الأطراف في كل اجتماع دوري لمؤتمر الأطراف. "

1. At its first meeting, the Conference of the Parties, in its decision SC-1/11, adopted the memorandum of understanding between the Conference of the Parties and the Council of the Global Environment Facility (GEF), as reproduced in the annex to decision SC-1/11.
1 - اعتمد مؤتمر الأطراف في اجتماعه الأول وفي مقرره اتفاقية استكهولم - 1/11 مذكرة التفاهم المبرمة بين مؤتمر الأطراف ومجلس مرفق البيئة العالمية على النحو الذي استنسخت به في مرفق مقرر اتفاقية استكهولم - 1/11.

Welcomes the approval by the Council of the Global Environment Facility of the memorandum of understanding between the Conference of the Parties of the Stockholm Convention and the Council of the Global Environment Facility contained in the annex to decision SC-1/11 and takes note that the memorandum entered into effect on 10 November 2005;

Recalling also the annex to the memorandum of understanding between the Conference of the Parties and the Council of the Global Environment Facility on the determination of the funding necessary and available for the implementation of the Convention,

To request the Secretariat, in consultation with GEF, to prepare a report on the effectiveness of the implementation of the memorandum of understanding between the Conference of the Parties and the GEF Council, for consideration by the Conference of the Parties at its fourth meeting.
(ج) يطلب إلى الأمانة أن تعدّ، بالتشاور مع مرفق البيئة العالمية، تقريراً عن فعالية تنفيذ مذكرة التفاهم المبرمة بين مؤتمر الأطراف ومجلس مرفق البيئة العالمية، لكي ينظر فيه مؤتمر الأطراف في اجتماعه الرابع.

As specified in the memorandum of understanding between the COP and IFAD, the core budget estimates for the GM shall be shown in a separate section of the Convention budget submitted to the COP by the Executive Secretary.
وكما هو منصوص عليه تحديداً في مذكرة التفاهم المبرمة بين مؤتمر الأطراف والصندوق الدولي للتنمية الزراعية، ستدرج تقديرات الميزانية الأساسية للآلية العالمية في فرع منفصل من ميزانية الاتفاقية التي سيقدمها الأمين التنفيذي إلى مؤتمر الأطراف.

44. Background: The memorandum of understanding between the COP and the GEF Council, annexed to decision 12/CP.2, provides, inter alia, that the GEF will make available to the COP annual reports and other official public documentation on the implementation of COP guidance to the GEF.
44- الخلفية: تنص مذكرة التفاهم المبرمة بين مؤتمر الأطراف ومجلس مرفق البيئة العالمية، المرفقة بالمقرر 12/م أ-2 على جملة أمور منها أن يتيح المرفق لمؤتمر الأطراف تقارير سنوية ووثائق رسمية أخرى موجهة للعموم بشأن تنفيذ الإرشادات التي يوجهها مؤتمر الأطراف إلى المرفق.

2. As established in the MoU between the COP and IFAD regarding the modalities and administrative operations of the Global Mechanism, the Global Mechanism is an organic part of the structure of IFAD directly under the President of the Fund, but has a separate identity.
