We believe that document NPT/CONF/1995/L.8 does not suit the purpose, because Israel is not a party to the NPT and refuses to allow the appropriate international inspection of its nuclear facilities to take place.

At the same time, the United Arab Emirates considers that the double standard applied by the international community to Israel in exempting its nuclear installations from international inspection and the safeguards system has encouraged the nuclear arms race. The United Arab Emirates therefore urges that all nuclear weapons be completely and absolutely banned, and that the Middle East become a region free of weapons of mass destruction.
وفي الوقت ذاته فإن دولة اﻹمارات العربية المتحدة ترى أن المعايير المزدوجة من قبل المجتمع الدولي في استثناء إسرائيل وجعلها خارج نطاق التفتيش الدولي لمنشآتها النووية قد شجﱠع على سباق التسلح النووي، وعليه فإن دولة اﻹمارات العربية المتحدة تُطالب بالحظر الشامل والكامل لانتشار اﻷسلحة النووية وجعل منطقة الشرق اﻷوسط منطقة خالية من أسحلة الدمار الشامل.

164. The Former Yugoslav Republic of Macedonia agreed that a number of improvements were needed in the IAEA safeguards system because the current system had been designed three decades previously and, since then, States had become more accustomed to confidence-building measures in the form of international inspections.

If the six governments want to avoid the escalation spiral and curb the proliferation dynamic, they need to change strategy and objective. Instead of making a halt to uranium enrichment the be-all and end-all of their effort, their central objective should be to subject the Iranian activities to as much verification as possible: if Iran wants to enrich, so be it, but it must accept intrusive international inspections.
إذا كانت الحكومات الست راغبة في تجنب التصعيد وكبح جماح ديناميكية الانتشار النووي، فلابد وأن تسعي إلى تغيير إستراتيجياتها وأهدافها. فبدلاً من أن اعتبار مسألة وقف أنشطة تخصيب اليورانيوم غاية ومنتهى جهودها، لابد وأن يتلخص هدفها الأساسي في إخضاع الأنشطة الإيرانية إلى أكبر قدر ممكن من التحقق والتفتيش: فإذا ما كانت إيران تريد التخصيب فليكن، ولكن يتعين عليها أن تقبل التفتيش الدولي الدقيق.

It also demands that Israel place all its nuclear facilities under the comprehensive safeguards regime of the IAEA and become a party to the NPT in order to promote the Treaty's universality.
كما تطالب إسرائيل بإخضاع جميع منشآتها النووية لنظام التفتيش الدولي للوكالة الدولية للطاقة الذرية، والانضمام لمعاهدة عدم الانتشار النووي تحقيقا لعالميتها.
