In my capacity as elected Chair of the Evaluation Management Group for the independent evaluation of lessons learned from " Delivering as one " , appointed by the Secretary-General, I have the honour to present to you the final evaluation report.

The Assembly also encouraged the Secretary-General to proceed with the independent evaluation of lessons learned from the " delivering as one " pilots, with a report to be submitted to the Assembly at its sixty-sixth session.

The present report summarizes the outcome of the independent evaluation of lessons learned from " Delivering as one " conducted in 2011-2012 in accordance with the request of the General Assembly, contained in paragraph 139 of its resolution 62/208 and paragraph 21 of its resolution 64/289.

77. The Unit has been involved, through the participation of an inspector, in the Evaluation Management Group for the independent evaluation of lessons learned from " Delivering as one " .

In accordance with paragraph 21 of General Assembly resolution 64/289 on system-wide coherence, the Secretary-General, after consultation with Member States, appointed nine experts to serve in their personal capacity as members of the Evaluation Management Group for the independent evaluation of lessons learned from the " Delivering as one " pilots.

The Ministers looked forward to receiving the outcome of the independent evaluation of lessons learned from the " delivering as one " pilots, covering all aspects of the initiative, at the sixty-sixth session of the General Assembly, in accordance with General Assembly resolution 64/289.

1. In its resolution 64/289, the General Assembly encouraged the Secretary-General to proceed with the modality for the independent evaluation of lessons learned from the " delivering as one " pilots, covering all aspects of the initiative.
1 - شجعت الجمعية العامة في قرارها 64/289 الأمين العام على المضي قدما في إجراء التقييم المستقل للدروس المستفادة من تجربة البلدان التي تنفذ مبادرة " الأداء الموحد " على سبيل التجريب، والتي تغطي جميع جوانب هذه المبادرة.

Nevertheless, the independent evaluation of lessons learned from the " Delivering as one " initiative concluded that effectively promoting gender equality and women's empowerment still requires the full commitment of management, adequate staff incentives and monitoring of results.

The independent evaluation of lessons learned from Delivering as One (draft report, 26 July 2012, forthcoming) notes that the " firewall in the management of the MPTF [Multi-Party Trust Fund] has worked effectively " .

The independent evaluation of lessons learned from " Delivering as one " was conducted in 2011-2012 in accordance with the mandate provided by General Assembly resolution 62/208 on the triennial comprehensive policy review and on the basis of modalities endorsed by the General Assembly in its resolution 64/289 on system-wide coherence.
1 - أُجري التقييم المستقل للدروس المستفادة من مبادرة " توحيد الأداء " في الفترة 2011-2012 وفقاً للولاية المنصوص عليها في قرار الجمعية العامة 62/208 بشأن الاستعراض الشامل الذي يجري كل ثلاث سنوات لسياسة الأنشطة التنفيذية وعلى أساس الطرائق التي أقرَّتها الجمعية العامة في قرارها 64/289 المتعلق بالاتساق على نطاق المنظومة.

21. Encourages the Secretary-General to proceed with the modality for the independent evaluation of lessons learned from the " delivering as one " pilots, as outlined by the Secretariat, after consultation, covering all aspects of the initiative, and looks forward to receiving the outcome at the sixty-sixth session of the General Assembly;
21 - تشجع الأمين العام على المضي قدما في إجراء التقييم المستقل للدروس المستفادة من تجربة البلدان التي تنفذ مبادرة " الأداء الموحد " على سبيل التجريب بالصيغة التي حددتها الأمانة العامة بعد ما أجرته من مشاورات، والتي تغطي جميع جوانب هذه المبادرة، وتتطلع إلى تلقي النتائج في الدورة السادسة والستين للجمعية العامة؛

Noted the progress made by Pilot Countries in their own country led evaluations in implementing " the Delivering as One " approach, and looked Forward to receiving the outcome of the independent evaluation of the lessons learned from pilot countries, covering all aspects of the initiative, at the 66th session of the General Assembly, in accordance with General Assembly resolution 64/289.
