[10.bis Any international agreement on intellectual property shall not be interpreted or implemented in a manner that limits or prevents any Party from taking any measures to address adaptation or mitigation of climate change, in particular the development and enhancement of endogenous capacities and technologies of developing countries and transfer of, and access to, environmentally sound technologies and know-how;
10- مكرراً لا يفسر أي اتفاق دولي بشأن الملكية الفكرية، ولا يُنفَّذ، بطريقة تقيّد أو تمنع أي طرف من اتخاذ أي تدابير لمعالجة التكيف مع تغير المناخ أو تخفيف آثاره، وخاصة تطوير وتعزيز القدرات والتكنولوجيات المحلية في البلدان النامية ونقل التكنولوجيات والمعارف السليمة بيئياً والوصول إليها؛

Actions related to developing and transferring win-win environmentally safe and sound technologies and know-how that have a great potential to reduce greenhouse gas emissions substantively and simultaneously address the adverse impacts of climate change and the adverse impacts of response measures in developing country Parties;
(ط) الإجراءات المتصلة بتطوير ونقل التكنولوجيات والمعارف السليمة والآمنة بيئياً والمجزية للجميع والتي تنطوي على إمكانات كبيرة لتخفيض انبعاثات غازات الدفيئة بمقدار كبير وتتصدى في الوقت نفسه للآثار الضارة لتغير المناخ والآثار الضارة الناجمة عن تدابير الاستجابة في البلدان الأطراف النامية؛

Deployment and diffusion of environmentally safe and sound technologies and know-how that have a great potential to reduce greenhouse gas emissions substantively and simultaneously address the adverse impacts of climate change and the adverse impacts of response measures in developing country Parties;
(ب) نشر وتعميم التكنولوجيات والمعارف السليمة والآمنة بيئياً التي تنطوي على إمكانات كبيرة لتخفيض انبعاثات غازات الدفيئة بمقدار كبير وتتصدى في الوقت نفسه للآثار الضارة لتغير المناخ والآثار الضارة الناجمة عن تدابير الاستجابة في البلدان الأطراف النامية؛

Agreeing that issues relating to the implementation of Article 4, paragraph 5, of the Convention on the development and transfer of, or access to, environmentally sound technologies and know-how is a continuing process, and that, inter alia, the assessments of technologies, of terms of access, and of technology needs of Parties will continue to be undertaken under the Convention, to ensure that further substantive progress is made,
وأذ يقرّ بأن القضايا المتصلة بتنفيذ الفقرة 5 من المادة 4 من الاتفاقية التي تتناول تطوير ونقل التكنولوجيات والمعارف السليمة بيئياً والوصول إليها تعتبر عملية مستمرة، وبأن تقييمات التكنولوجيات وتقييمات شروط الوصول إليها وتقييمات حاجات الأطراف إلى التكنولوجيا، ضمن جملة أمور، ستستمر الاضطلاع بهما بموجب الاتفاقية ضماناً لإحراز مزيد من التقدم الموضوعي،

(d) Both developed and developing country Parties to create an enabling environment, as referred to in paragraph 2(e) of decision 6/3 of the Commission on Sustainable Development, to stimulate private sector investment in the transfer of environmentally sound technologies and know-how to developing countries and to promote the implementation of endogenous know-how;
)د( البلدان اﻷطراف، المتقدمة منها والنامية، على تهيئة بيئة مواتية، حسبما هو مشار إليه في الفقرة ٢)ﻫ( من مقرر لجنة التنمية المستدامة ٦/٣، من أجل حفز استثمار القطاع الخاص في نقل التكنولوجيات والمعارف السليمة بيئيا إلى البلدان النامية وتشجيع تطبيق المعارف المحلية؛

Agrees that the issues concerning the implementation of Article 4, paragraph 5, of the Convention on the development and transfer of, or access to, environmentally sound technologies and know-how is a continuing process, and that, inter alia, the assessment of technologies, terms of access and technology needs of Parties will continue to be undertaken under the Convention, in order to ensure that further substantive progress is made;
