3 - يعرض الأمين العام، قبل كل مرحلة من مراحل رصد الاعتمادات، على الجمعية العامة، للموافقة، التسويات المطلوب إجراؤها نتيجة للاختلافات في التنبؤات الواردة في الميزانية البرنامجية فيما يتعلق بتقلبات أسعار العملات والتضخم في التكاليف غير المتعلقة بالموظفين والزيادات القانونية في التكاليف المتعلقة بالموظفين.

١٩ - ولابد لصندوق الاحتياطي، عند النظر اليه في هذا السياق، أن ينشأ على مستوى تكفل كفايته تلبية ما قد يطرأ من احتياجات إضافية مثل تلك الناشئة عن الاختلاف في التنبؤات الواردة في الميزانية البرنامجية فيما يتعلق بتقلب العملات والتضخم في التكاليف غير المتعلقة بالموظفين، والزيادات القانونية في التكاليف المتعلقة بالموظفين.
