Taking into account the experience gained and the favourable results achieved by regional arrangements or agencies in the peaceful settlement of disputes in different parts of the world,
وإذ تضع في الاعتبار ما اكتسبته التنظيمات أو الوكالات اﻹقليمية من خبرة وما حققته من نتائج إيجابية في تسوية المنازعات في مختلف أنحاء العالم بالوسائل السلمية،

Recalling further that the Charter of the United Nations provides for the existence of regional arrangements or agencies for dealing with such matters as maintenance of international peace and security as are appropriate for regional action and other activities consistent with the purposes and principles of the United Nations,
وإذ تشير كذلك إلى أن ميثاق اﻷمم المتحدة يتطرق إلى قيام تنظيمات أو وكالات إقليمية تعالج من اﻷمور المتعلقة بحفظ السلم واﻷمن الدولي ما يكون العمل اﻹقليمي صالحا فيها ومناسبا ما دامت هذه التنظيمات أو الوكالات اﻹقليمية ونشاطها متلائمة مع مقاصد اﻷمم المتحدة ومبادئها،

III. COOPERATION WITH regional arrangements or agencies
ثالثا - التعاون مع التنظيمات أو الوكالات اﻹقليمية

The Assembly also agrees with the Secretary-General that, given the varied nature of regional arrangements or agencies, establishment of a universal model for their relationship with the United Nations would not be appropriate.
وتتفق الجمعية أيضا مع اﻷمين العام في أن وضع نموذج عام لعلاقة التنظيمات أو الوكالات اﻹقليمية مع اﻷمم المتحدة لن يكون ملائما، نظرا لتنوع تلك التنظيمات أو الوكالات.

(iii) Regional efforts undertaken by regional arrangements or agencies in the area of the maintenance of international peace and security, within their respective fields of competence and in accordance with the purposes and principles of the Charter, should be encouraged and, where appropriate, supported by the Security Council;
' ٣ ' ينبغي أن يشجع مجلس اﻷمن الجهود اﻹقليمية التي تضطلع بها التنظيمات أو الوكالات اﻹقليمية في مجال صون السلم واﻷمن الدوليين، كل في مجال اختصاصها ووفقا لمقاصد ومبادئ الميثاق، وأن يدعم هذه الجهود، حسب الاقتضاء؛

In addition, the draft recalled that cooperation between regional arrangements or agencies and the United Nations could include the exchange of information and holding of consultations, participation in the work of United Nations organs and the provision of personnel, material and other assistance.
وباﻹضافة إلى ذلك، يشير مشروع اﻹعلان الى أن التعاون بين التنظيمات أو الوكالات اﻹقليمية واﻷمم المتحدة يمكن أن يشمل تبادل المعلومات وإجراء المشاورات والمشاركة في أعمال أجهزة اﻷمم المتحدة وتوفير اﻷفراد والمواد وغير ذلك من أشكال المساعدة.

Chapter VIII of the Charter stipulates that all enforcement action undertaken by regional arrangements or regional agencies must be authorized by the Security Council.
وينص الفصل الثامن من الميثاق على وجوب أن تتم جميع إجراءات الإنفاذ التي تضطلع بها التنظيمات أو الوكالات الإقليمية بناء على إذن من مجلس الأمن.

For that reason, at a time when the United Nations was overstretched in the areas of preventive diplomacy, peacemaking and peace-keeping, regional arrangements and agencies should be more actively involved in dealing with conflicts at an early stage and endeavouring to settle them at the regional level.
ولذلك، بينما يتم اللجوء إلى اﻷمم المتحدة من جميع الجهات بشأن موضوع الدبلوماسية الوقائية، وإحلال السلم وصون السلم، يتعين على التنظيمات أو الوكالات اﻹقليمية التدخل بصورة أنشط في المراحل اﻷولى للمنازعات ومحاولة تسويتها على الصعيد اﻹقليمي.

The draft declaration provided, in accordance with Article 53 of the Charter, that no enforcement action was to be taken under regional arrangements or by regional agencies without the authorization of the Security Council.
