10. Regional arrangements or agencies are encouraged to consider, in their fields of competence, the possibility of establishing and training groups of military and civilian observers, fact-finding missions and contingents of peace-keeping forces, for use as appropriate, in coordination with the United Nations and, when necessary, under the authority or with the authorization of the Security Council, in accordance with the Charter;
١٠ - تشجﱠع التنظيمات والوكالات اﻹقليمية على القيام، في ميادين اختصاصها، بالنظر في إمكانية إنشاء وتدريب أفرقة من المراقبين العسكريين والمدنيين وبعثات لتقصي الحقائق ووحدات من قوات حفظ السلم، للاستعانة بها حسب الاقتضاء، بالتنسيق مع اﻷمم المتحدة، وحيثما اقتضى اﻷمر، تحت سلطة مجلس اﻷمن أو بإذنه وفقا للميثاق؛

(vi) If action by the Security Council involves peacekeeping or peaceful settlement measures, the Council shall consult the parties concerned and, taking into account the views of the latter, consider consulting the relevant regional arrangements and agencies.

8. While the functioning of such arrangements and agencies in the area of preventive diplomacy, peace-keeping and peace-building must by and large be subject to the Charter, it was also necessary to be realistic.

(b) Regional arrangements and agencies should be consulted on matters affecting the maintenance of international peace and security in accordance with Chapter VIII of the Charter and the relevant mandates of regional arrangements and agencies concerned.
)ب( ينبغي استشارة التنظيمات والوكالات اﻹقليمية في اﻷمور التي تمس صون السلام واﻷمن الدوليين وفقا للفصل الثامن من الميثاق والولايات ذات الصلة للترتيبات والوكالات اﻹقليمية المعنية.

In his report submitted to the Council in response to its request, my predecessor noted that the United Nations had encouraged a " rich variety of complementary efforts " in forging a partnership between regional arrangements and agencies and the United Nations in maintaining the peace.

156. Bearing in mind the primacy of the United Nations in the maintenance of international peace and security, the Special Committee reaffirms the important contribution that regional arrangements and agencies can make to peacekeeping, in accordance with Chapter VIII of the Charter of the United Nations, where appropriate and when the mandate and scope of regional arrangements and agencies allow them to do so.

(a) In its relations with regional arrangements and agencies, the Security Council should fully implement the provisions of General Assembly resolution 49/57 of 9 December 1994 and annex I to resolution 51/242 of 15 September 1997, entitled “Coordination”;

(b) Regional arrangements and agencies should be consulted, at appropriate levels, on matters affecting the maintenance of international peace and security in accordance with Chapter VIII of the Charter and the relevant mandates of regional arrangements and agencies concerned.

General 127. Bearing in mind the primacy of the United Nations in the maintenance of international peace and security, the Special Committee reaffirms the important contribution that regional arrangements and agencies can make to peacekeeping, in accordance with Chapter VIII of the Charter of the United Nations, where appropriate and when the mandate and scope of regional arrangements and agencies allow them to do so.
