٠٤- وفي حالة المادة ٢١)٣( من العهد الدولي الخاص بالحقوق المدنية والسياسية، أشير إلى أن القيود المفروضة على حرية التنقل واختيار محل اﻹقامة ينبغي أن تكون صادرة عن هيئة تشريعية)٥٢(.
