In recognition of this, the Governing Council of UN-Habitat adopted, as the special theme for its twenty-third session, the topic of sustainable urban development through expanding equitable access to land, housing, basic services and infrastructure.

At its 5th and 6th plenary meetings, on Wednesday, 13 April 2011, the Council held a dialogue on the special theme for the session, sustainable urban development through expanding equitable access to land and housing, basic services and infrastructure.
21 - أجرى المجلس حواراً في جلستيه العامتين الخامسة والسادسة المعقودتين يوم الأربعاء 13 نيسان/أبريل 2011، وتناول فيه الموضوع الخاص للدورة، وهو التنمية الحضرية المستدامة من خلال توسيع نطاق سبل الحصول العادل على الأرض والسكن والخدمات الأساسية والبنى التحتية.

Pursuant to Governing Council resolution 20/21 of April 2005, the Bureau of the Committee of Permanent Representatives recommended to the Bureau of the Governing Council for the twentysecond session that the theme of that session should be " sustainable urban development through expanding equitable access to land, housing, basic services and infrastructure " .

Given that context, many representatives noted the timeliness and aptness of the central theme of the current session of the Governing Council - sustainable urban development through expanding equitable access to land, housing, basic services and infrastructure - and welcomed the opportunity to bring those issues to the fore.
