The Declaration on the Right to Development recognizes that development is a comprehensive economic, social, cultural and political process, which aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom, without any kind of discrimination.

(د) العدل: يؤكد الإعلان على الحاجة إلى " التوزيع العادل للفوائد " الناجمة عن التنمية؛

It mandates States to formulate appropriate national development policies that aim at improving the well-being of the entire population on the basis of its active, free and meaningful participation in development and in the fair distribution of the benefits resulting from such development.
ويعهد إلى الدول بوضع سياسات إنمائية وطنية ملائمة تهدف إلى تحسين رفاهية جميع السكان على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفي التوزيع العادل للفوائد الناجمة عن هذه التنمية.

28. In adopting the Declaration on the Right to Development, the General Assembly, in resolution 41/128, recognized that development is a comprehensive, cultural, political, economic, and social process which aims at constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and the fair distribution of benefits resulting therefrom.
28- اعترفت الجمعية العامة، باعتمادها إعلان الحق في التنمية في القرار 41/128، أن التنمية عملية اقتصادية واجتماعية وثقافية وسياسية شاملة تستهدف التحسين المستمر لرفاهية السكان بأسرهم والأفراد جميعهم على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفي التوزيع العادل للفوائد الناجمة عنها.

The question of income distribution is of central concern to the Working Group, since the Declaration on the Right to Development, in its article 2.3, deals with the fair distribution of benefits resulting from appropriate national development strategies, and in article 8.1 deals explicitly with fair distribution of income.
ويهتم الفريق العامل اهتماما أساسياً بمسألة توزيع الدخل، إذ أن إعلان الحق في التنمية يتناول في مادته ٢ - ٣ التوزيع العادل للفوائد الناجمة عن وضع استراتيجيات انمائية وطنية ملائمة، ويتناول صراحة في مادته ٨ - ١ التوزيع العادل للدخل.

29. Reaffirm that development is a comprehensive economic, social, cultural and political process, which aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom;
29- يؤكدون من جديد أن التنمية هي عملية اقتصادية واجتماعية وسياسية شاملة ترمي إلى التحسين المستمر لرفاه السكان برمتهم وخير جميع الأفراد على أساس توفير المشاركة الفعّالة والحرة والحقيقية لهم في التنمية وفي التوزيع العادل للفوائد الناجمة عن هذه المشاركة؛

33. In this context, we reaffirm that development is a comprehensive economic, social, cultural and political process that aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom as recognized in the Declaration on the Right to Development.
٣٣ - وفي هذا السياق، نؤكد مجددا أن التنميةَ عمليةٌ اقتصادية واجتماعية وثقافية وسياسية شاملة تستهدف التحسين المستمر لرفاه السكان والأفراد أجمعين على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفي التوزيع العادل للفوائد الناجمة عنها على نحو ما أقره الإعلان المتعلق بالحق في التنمية.

19. Consistent with the Declaration on the Right to Development, States should adopt measures aimed at guaranteeing active, free and meaningful participation by all individuals, including people of African descent, in development and decision-making related thereto and in the fair distribution of benefits resulting therefrom.
١٩ - تمشيا مع الإعلان المتعلق بالحق في التنمية، ينبغي للدول أن تعتمد تدابير ترمي إلى ضمان مشاركة جميع الأفراد، بمن فيهم المنحدرون من أصل أفريقي، مشاركة نشطة وحرة وذات مغزى في التنمية وصنع القرارات المتصلة بها، وفي التوزيع العادل للفوائد الناجمة عنها.

23. Consistent with the Declaration on the Right to Development, States should adopt measures aimed at guaranteeing active, free and meaningful participation by all individuals, including people of African descent, in development and decision-making related thereto and in the fair distribution of benefits resulting therefrom.
23- تمشياً مع الإعلان المتعلق بالحق في التنمية، ينبغي للدول أن تعتمد تدابير تهدف إلى ضمان مشاركة جميع الأفراد، بمن فيهم المنحدرون من أصل أفريقي، مشاركة نشطة وحرة وذات مغزى في التنمية وصنع القرارات المتصلة بها، وفي التوزيع العادل للفوائد الناجمة عنها.

In its preambular paragraph, the Declaration on the Right to Development recognizes that development is a comprehensive economic, social, cultural and political process that aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting thereof.
103- وفي فقرة الديباجة، يسلم إعلان الحق في التنمية بأن التنمية عملية اقتصادية واجتماعية وثقافية وسياسية شاملة تستهدف التحسين المستمر لرفاهية السكان بأسرهم والأفراد جميعهم على أساس مشاركتهم، النشطة والحرة والهادفة، في التنمية وفى التوزيع العادل للفوائد الناجمة عنها.

(c) They would be entitled to a fair distribution of the benefits of development and of income (arts. 2 and 8);

(d) Equity: the Declaration underlines the need for " the fair distribution of the benefits " of development;

At a time when economic interdependence was becoming ever greater, the international community had a responsibility to guarantee a fair distribution of the benefits derived from trade, and to reaffirm its commitments to assist the least developed countries, which might suffer adverse consequences as a result of the introduction of the Generalized System of Preferences and the growing competition between States.
٨٠ - وأضاف قائلا إنه في وقت يزداد فيه الترابط الاقتصادي، تقع على عاتق المجتمع الدولي مسؤولية ضمان التوزيع العادل للفوائد الناجمة عن التجارة، وإعادة تأكيد التزاماته بمساعدة أقل البلدان نموا التي قد تعاني من آثار سلبية نتيجة العمل بنظام اﻷفضليات المعمم وزيادة التنافس بين الدول.
