His delegation agreed with the views expressed by the Advisory Committee in paragraph 5 of its report (A/50/7) that part I should evolve into a self-contained document and that the narrative needed to be more specific so as to facilitate decision-making, and it supported the recommendations and observations contained in paragraphs 6 to 10 of that report.
٢٧ - وأضاف أن وفده يتفق مع اللجنة الاستشارية على اﻵراء الواردة في الفقرة ٥ من تقريرها )A/50/7( ومفادها أن ذلك الجزء ينبغي أن يصبح وثيقة قائمة بذاتها، وأن سرد البرامج يجب أن يصبح أكثر تحديدا بغية تسهيل عملية اتخاذ القرارات، كما يؤيد وفد لاتفيا التوصيات والملاحظات الواردة في الفقرات من ٦ إلى ١٠ من ذلك التقرير.

25. Many of the recommendations and observations in chapters I and II related to management, programme implementation and delivery of services and to the role of the intergovernmental machinery in those areas.

The Advisory Committee performed valuable work, but the delegation of Cuba was concerned that some of the recommendations and observations in its first report on the proposed programme budget (A/60/7) went beyond its mandate and that it had even criticized the work of the General Assembly, which was unacceptable.

We would like to say that, when preparing its next report on this subject, the Secretariat should take into account the recommendations and observations of the report of the Advisory Committee on Administrative and Budgetary Questions contained in document A/59/573, as well as the recommendations made during informal consultations.
ونود أن نشير إلى أنه ينبغي للأمانة العامة عند إعداد تقريرها التالي عن هذا الموضوع، أن تأخذ بعين الاعتبار التوصيات والملاحظات الواردة في تقرير اللجنة الاستشارية لشؤون الإدارة والميزانية المتضمن في الوثيقة A/59/573، وكذلك التوصيات المقدمة خلال المشاورات غير الرسمية.

38. It should also be noted that in resolution 50/214 the General Assembly had approved the recommendations and observations of the Advisory Committee in its first report on the proposed programme budget for 1996-1997 (A/50/7), paragraph II.34 of which stated that no provisions had been requested for ad hoc missions since they would either be completed by 1996 or because, owing to their extraordinary nature, their extension could not be foreseen.
٨٣ - ومضى يقول إن مما تجدر ملاحظته أيضا أن الجمعية العامة، في قرارها ٥٠/٢١٤، أقرت التوصيات والملاحظات الواردة في التقرير اﻷول للجنــة الاستشارية بشــأن الميزانيــة البرنامجيــة المقترحة للفترة ١٩٩٦-١٩٩٧ (A/50/7)، الذي تنص الفقرة ثانيا - ٣٤ منه على أن من غير المطلوب رصد أي اعتمادات للبعثات المخصصة الغرض ﻷنها إما ستنتهي بحلول عام ١٩٩٦ أو ﻷنها ذات صفة استثنائية بحيث لا يمكن التنبؤ بتمديدها.
