Accordingly, the Committee suggests that the State party give more adequate weight to selfidentification by the individual, as indicated in General Recommendation VIII.
وبناء عليه، تقترح اللجنة أن تعطي الدولة الطرف وزناً أكبر للتحديد الذاتي للهوية من قبل الفرد المعني، كما هو وارد في التوصية العامة الثامنة.

Moreover, the attention of the State party is called to the Committee's General Recommendation VIII, which provides that the identification of individuals as members of a particular racial or ethnic group shall be based upon self-identification by the individual himself.
وعلاوة على ذلك، يُسترعى انتباه الدولة الطرف إلى التوصية العامة الثامنة للجنة، التي تنص على أن تعريف اﻷفراد على أنهم من جماعة عرقية أو إثنية معينة يقوم على أساس تعريف الفرد لذاته على هذا النحو.

55. In line with General Recommendation VIII of the Committee on the Elimination of Racial Discrimination, self-identification should constitute a pillar of the collection of ethnically disaggregated data.

In this connection, the Committee draws the attention of the Government of Algeria to its General Recommendation IV and suggests that the State party take into consideration General Recommendation VIII, concerning the identification of members of particular racial or ethnic groups.
وفي هذا الصدد، تلفت اللجنة انتباه الحكومة الجزائرية إلى التوصية العامة الرابعة للجنة، وتقترح عليها أن تأخذ أيضا بعين الاعتبار التوصية العامة الثامنة للجنة المتصلة بتحديد أفراد جماعات عرقية أو إثنية معينة.

In this context, General Recommendation VIII of the Committee on the Elimination of Racial Discrimination concerning the interpretation and application of article 1, paragraphs 1 and 4 of the International Convention on the Elimination of Racial Discrimination is particularly interesting.
وتجدر الإشارة في هذا الصدد إلى التوصية العامة الثامنة للجنة القضاء على التمييز العنصري المتعلقة بتفسير وتطبيق الفقرتين 1 و4 من المادة 1 من الاتفاقية الدولية للقضاء على التمييز العنصري(10).

In this context, General Recommendation VIII of the Committee on the Elimination of Racial Discrimination concerning the interpretation and application of article 1, paragraphs 1 and 4 of the International Convention on the Elimination of All Forms of Racial Discrimination is particularly interesting.
وتجدر الإشارة في هذا الصدد إلى التوصية العامة الثامنة للجنة القضاء على التمييز العنصري المتعلقة بتفسير وتطبيق الفقرتين 1 و4 من المادة 1 من الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري(8).

(d) The Committee has effectively recognised that the right to legal standing before the courts in cases involving hate speech should be based on self-identification of the individual concerned and, being an aspect of the right to equal treatment before the courts, should be provided to everyone living in a given State (see, General Recommendation VIII).
(د) اعترفت اللجنة فعلاً بأن الحق في وضع قانوني أمام المحاكم في القضايا التي تشمل خطاب كراهية ينبغي أن يستند إلى التحديد الذاتي للشخص المعني، وبما أنه من جوانب الحق في معاملة متساوية أمام المحاكم، ينبغي أن يوفر للجميع في دولة معينة (انظر التوصية العامة الثامنة)().
