422. The Committee took account of the above-mentioned constraints, as well as of the significant backlog of reports awaiting consideration -- 55 at the beginning of the Committee's thirty-third session.
422 - وأخذت اللجنة بعين الاعتبار القيود المشار إليها أعلاه، وكذلك الكم الكبير المتراكم من التقارير التي تنتظر النظر فيها - 55 تقريرا في بداية الدورة الثالثة والثلاثين للجنة.

In terms of operative paragraphs 15 and 16, the United States was pleased that the Committee had been able to erase the backlog of reports pending consideration and strongly supported efforts to increase the efficiency of treaty bodies and improve working methods so as to ensure effective use of resources.
أما فيما يتعلق بالفقرتين 15 و 16 من المنطوق، فالولايات المتحدة تعرب عن سرورها لأن اللجنة تمكنت من تصفية التقارير المتأخرة التي تنتظر النظر فيها وتؤيد بقوة الجهود الرامية إلى زيادة كفاءة الهيئات المنشأة بموجب معاهدات وتحسين أساليب العمل من أجل كفالة الاستخدام الفعال للموارد.

The status of reports submitted to the Committee and pending consideration was as follows: 13 initial reports, 19 second periodic reports, 18 third periodic reports and 2 fourth periodic reports (CEDAW/C/1995/2).
وكانت التقارير المقدمة إلى اللجنة التي تنتظر النظر فيها كما يلي: ١٣ تقريرا أوليا، و ١٩ تقريرا دوريا ثانيا، و ١٨ تقريرا دوريا ثالثا، وتقريران دوريان رابعان )CEDAW/C/1995/2(.

17. The Chairperson said that the productive and positive manner in which the Committee had conducted its work in parallel chambers had enabled it to start reducing the backlog of reports awaiting consideration.

On an exceptional basis and as a temporary measure in order to encourage States parties to fulfil their reporting obligations under article 18 of the Convention as well as to address the backlog of reports awaiting consideration, States parties are invited to combine all their outstanding reporting obligations into a single document.
وبشكل استثنائي وكتدبير مؤقت لتشجيع الدول الأطراف على الوفاء بالتزاماتها بتقديم التقارير بموجب المادة 18من الاتفاقية وكذلك لحل مشكلة التقارير المتأخرة التي تنتظر النظر فيها ،دعيت الدول الأطراف إلى أن تجمع جميع التقارير المتأخرة وفاء لالتزاماتها في وثيقة واحدة.

Concerned at the significant number of reports of States parties awaiting consideration and that the information contained therein will become obsolete, and as a measure to encourage States parties to submit their reports in a timely manner, the Committee requests the General Assembly to:
وإذ تشعر اللجنة بالقلق لكثرة عدد تقارير الدول الأطراف التي تنتظر النظر فيها ولأن المعلومات الواردة في تلك التقارير ستصبح عتيقة، وكإجراء لتشجيع الدول الأطراف على تقديم تقاريرها في الوقت المحدد، فإنها تطلب إلى الجمعية العامة:

The General Assembly authorized an exceptional (third) session to take place in 200240 in order to reduce the backlog of reports awaiting consideration.
وأذنت الجمعية العامة بعقد دورة (ثالثة) استثنائية في عام 2002(40) من أجل تخفيض التقارير المتراكمة التي تنتظر النظر فيها.

The total number of reports to be considered at each session should be flexible, depending on the number of reports awaiting consideration, and on the type of report (initial or periodic) that is available for consideration.
وينبغي توخي المرونة في العدد الإجمالي للتقارير التي سيُنظر فيها في كل دورة، وذلك بحسب عدد التقارير التي تنتظر النظر فيها ونوعية التقرير (أول أو دوري) المتاح للنظر فيه.

85. The Committee took note with appreciation of the decision of the General Assembly to extend the authorization to the Committee to meet for an additional week per session, as a temporary measure, in 2012, in order to address the backlog of reports of States parties and individual complaints awaiting consideration.
85- وأحاطت اللجنة علماً مع التقدير بقرار الجمعية العامة تمديد الإذن للجنة بأن تجتمع لأسبوع إضافي في كل دورة في عام 2012، كتدبير مؤقت، لحل مشكلة تراكم تقارير الدول الأطراف والشكاوى الفردية التي تنتظر النظر فيها.

This extended meeting time would ensure that the Committee could eliminate the backlog of reports awaiting consideration, which now stands at 27; ensure that incoming reports were considered in a timely manner; enhance its efforts at ensuring that the monitoring of the Convention in States parties with long overdue reports was undertaken; and discharge all its other responsibilities under the Convention and the Optional Protocol.
ومن شأن تمديد وقت الاجتماعات أن يمكّن اللجنة من الانتهاء من التقارير المتراكمة التي تنتظر النظر فيها والتي يبلغ عددها 27 تقريرا في الوقت الحاضر؛ ومن النظر دون إبطاء في التقارير القادمة؛ وأن يعزز ما تبذله من جهود لضمان رصد تنفيذ الاتفاقية في الدول الأطراف التي تأخرت تأخرا شديدا في تقديم تقاريرها؛ ويمكنها من الاضطلاع بجميع المسؤوليات الأخرى الملقاة على عاتقها بموجب الاتفاقية والبروتوكول الاختياري.

The Department also made recommendations on the Committee's working methods, which enabled the Committee to consider more reports than in previous bienniums and reduce the backlog of reports awaiting consideration to 30 by the end of August 2007 (from 55 in July 2005).
كذلك تقدمت الإدارة بتوصيات بشأن أساليب عمل اللجنة، مما مكن اللجنة من النظر في تقارير أكثر من فترات السنتين السابقة وتخفيض عدد التقارير المتراكمة التي تنتظر النظر فيها إلى 30 تقريرا بحلول نهاية آب/أغسطس 2007 (بالمقارنة مع 55 تقريرا في تموز/يوليه 2005).

7. In order to address the backlog of reports awaiting consideration and to encourage States parties to report in a timely fashion, the Committee decided, by decision 16/III of its sixteenth session, on an exceptional basis and as a temporary measure, to invite States parties to combine a maximum of two of the reports required under article 18 of the Convention.
٧ - ومن أجل تناول التقارير المتراكمة التي تنتظر النظر فيها ولتشجيع الدول اﻷطراف على تقديم تقاريرها في حينها قررت اللجنة بمقررها ١٦/ثالثا المتخذ في دورتها السادسة عشرة، وذلك، على أساس استثنائي وكتدبير مؤقت، أن تدعو الدول اﻷطراف إلى الجمع بين ما يبلغ أقصاه اثنين من التقارير المطلوبة بموجب المادة ١٨ من الاتفاقية.

5. Two extraordinary sessions held by the Committee in 2000 and 2001 allowed it to clear up the backlog of reports pending consideration and, as from 2002, the Committee reverted to its original two sessions per year programme of work.
5- وعقدت اللجنة عامي 2000 و2001 دورتين استثنائيتين سمحتا لها بتدارك التأخير الحاصل في معالجة التقارير التي تنتظر النظر فيها واعتباراً من عام 2002 عادت اللجنة إلى برنامج عملها الأصلي الذي ينطوي على عقد دورتين اثنتين كل سنة.

The General Assembly welcomed " the efforts made by the Committee to erase the backlog of reports pending consideration, " (Para 15 of UNGA resolution on ICERD at its 67th Session in 2012).
ورحبت الجمعية العامة " بالجهود التي تبذلها اللجنة للانتهاء من التقارير المتأخرة التي تنتظر النظر فيها " ، (الفقرة 15 من قرار الجمعية العامة للأمم المتحدة المعتمد في دورتها السابعة والستين في عام 2012 بشأن الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري).
