The High Commissioner had challenged the international community to seek ways to prevent the tragic violations which led to conflict, and in this respect the Working Group, which was the first and only mechanism which had a mandate to specifically address issues involving minorities, had an important contribution to make.

The observer for the Minority Rights Group said that through its mandate to review the promotion and practical realization of the Declaration as well as to examine possible solutions to problems involving minorities and recommending further measures, the Working Group could act as an instrument of early warning and as a framework for conflict management.

One of the follow-up activities was the drafting, by the Commission on Human Rights, of the Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities, adopted by the General Assembly in 1992, followed by the study submitted to the Sub-Commission by the present writer on ways and means to facilitate peaceful and constructive solutions to situations involving minorities.

In accordance with paragraph 108 (a) of document E/CN.4/Sub.2/1998/18, the Working Group has before it the working paper prepared by Mr. Sorabjee on conflict prevention in situations involving minorities (E/CN.4/Sub.2/AC.5/1999/WP.7).
