During its fifty-third session the Commission on Human Rights took a major step in this direction with the adoption of resolution 1997/12 on 3 April 1997 on the question of the death penalty, in which the Commission for the first time called upon all States that had not yet abolished the death penalty to progressively restrict the number of offences for which the death penalty could be imposed.
