Strongly urges all States to consider establishing to the extent that they have not yet done so jurisdiction, particularly over crimes of a serious nature, as known in their existing domestic criminal laws, committed by their nationals while serving as United Nations officials or experts on mission, at least where the conduct as defined in the law of the State establishing jurisdiction also constitutes a crime under the laws of the host State;

The three delegations welcomed the report of the Secretary-General (A/69/210) on the follow-up to General Assembly resolution 68/105 and commended the Governments of Colombia, El Salvador and Finland for their proactive approach to establishing jurisdiction, in accordance with that resolution, for serious crimes committed by their nationals while serving as United Nations officials and experts on mission.

All of the responding States that do not extradite their nationals or that set restrictive conditions to the extradition of nationals reported that they were able to establish their jurisdiction on offences committed by their nationals abroad, pursuant to paragraph 3 of article 15 (see also comments in para. 47 above) and to paragraph 10 of article 16, in accordance with the principle of aut dedere aut judicare.
