The Committee agreed to recommend to the Conference of the Parties that it should list paraquat dichloride (formulated as emulsifiable concentrate of 276 g active ingredient/L or above, corresponding to paraquat ion at or above 200 g/L), in Annex III to the Convention as a severely hazardous pesticide formulation.
2 - ووافقت اللجنة على أن توصي مؤتمر الأطراف بضرورة إدراج ثاني كلوريد الباراكوات (المركب كمركّ قابل للاستحلاب بمقدار 276 غرام مكون نشط/لتر أو أكثر، وهو ما يقابل أيون باراكوات بمقدار 200 غرام/لتر أو أكثر) في المرفق الثالث بالاتفاقية كتركيبة مبيد آفات شديد الخطورة.

A major concern is the low rate of submission of notifications of final regulatory action for banned or severely restricted chemicals, in particular for chemicals not listed in Annex III to the Convention.
23 - ويتمثل الشاغل الرئيسي في انخفاض معدل تقديم الإخطارات المتعلقة بالإجراء التنظيمي النهائي للمواد الكيميائية المحظورة أو المقيدة بشدة، خصوصاً المواد الكيميائية غير المدرجة في المرفق الثالث بالاتفاقية.

Accordingly, the Committee agreed to recommend to the Conference of the Parties that tetrabromodiphenyl ether and pentabromodiphenyl ether, being components of pentabromodiphenyl ether commercial mixtures, should be listed in Annex III to the Convention.

The Committee agreed that, on the basis of the information available, the notification from the European Community met all the criteria of Annex II and that, as the notification from Canada had previously been found to meet those criteria, the Committee should recommend to the Conference of the Parties that alachlor be included in Annex III to the Convention.
28 - وبناء على المعلومات المتاحة، اتفقت اللجنة على أنّ الإخطار الوارد من الجماعة الأوروبية يستوفي جميع معايير المرفق الثاني. وبما أنّه قد سبق وتبيّن أنّ الإخطار الوارد من كندا يستوفي تلك المعايير، فإنّ اللجنة اتفقت أيضاً على توصية مؤتمر الأطراف بإدراج الألكلور في المرفق الثالث بالاتفاقية.

The Committee agreed that, on the basis of the information available, the notifications from the European Community and Jamaica met all the criteria of Annex II and that the Committee should recommend to the Conference of the Parties that aldicarb be included in Annex III to the Convention.

In its decision CRC-9/4, the Committee recommended that the Conference of the Parties list fenthion (ultra low volume (ULV) formulations at or above 640 g active ingredient/L) in Annex III to the Convention as a severely hazardous pesticide formulation.

Decision RC-1/3 on amendments to Annex III to the Convention, adopted by the Conference under agenda item 6 (b) (Consideration of chemicals for inclusion in Annex III) following consideration by the legal group, also includes amendments to Annex III to resolve inconsistencies within Annex III of the Rotterdam Convention and inconsistencies between Annex III and decision guidance documents.

NB: A detailed case study (no more than eight additional pages) should be attached, taking into consideration the category(ies) in Annex I to the Basel Convention under which the waste falls and with evidence demonstrating that the waste does or does not exhibit any of the hazardous characteristics in Annex III to the Convention (guidance document to be drafted).

Subparagraph (a) of that article sets forth a two-step process for determining whether a waste is a hazardous waste subject to the Convention: first, the waste must belong to one of the categories of Annex I to the Convention ( " Categories of wastes to be controlled " ), and second, the waste must possess at least one of the characteristics listed in Annex III to the Convention ( " List of hazardous characteristics " ).

The Conference of the Parties has before it notes by the Secretariat on the inclusion of the following chemicals in Annex III to the Convention: chrysotile asbestos (UNEP/FAO/RC/COP.5/11), endosulfan (recommendation by the Committee at its second meeting) (UNEP/FAO/RC/COP.5/12), endosulfan (recommendation by the Committee at its sixth meeting) (UNEP/FAO/RC/COP.5/13), alachlor (UNEP/FAO/RC/COP.5/14) and aldicarb (UNEP/FAO/RC/COP.5/15).

The Committee may wish to finalize the draft decision guidance document and to forward it, together with its recommendation to list fenthion (ultra low volume (ULV) formulations at or above 640 g active ingredient/L), in Annex III to the Convention as a severely hazardous pesticide formulation, for consideration by the Conference of the Parties at its seventh meeting.
7 - قد ترغب اللجنة في أن تضع مشروع وثيقة توجيه القرارات في صيغتها النهائية وأن تقدمها، مع توصيتها بإدراج الفينثيون (تركيبات بتركيز قدره 640 غم من المكون النشط/لتر تُرش بأحجام فائقة الصغر) في المرفق الثالث بالاتفاقية بوصفها تركيبة مبيد آفات شديدة الخطورة، إلى مؤتمر الأطراف للنظر فيها في اجتماعه السابع.

3. That import responses for chemicals subject to the interim PIC procedure but not yet listed in Annex III of the Convention contained in PIC Circular XIX (June 2004) do not need to be resubmitted by Parties upon entry into force of the Convention for them should the Conference of the Parties decide to include these chemicals in Annex III to the Convention.
3 - أن الردود الخاصة بواردات المواد الكيميائية الخاضعة للإجراء المؤقت للموافقة المسبقة عن علم ولكنها لم تدرج بعد في المرفق الثالث بالاتفاقية والواردة في النشرة رقم 19 للموافقة المسبقة عن علم الصادرة في (حزيران/يونيه 2004) لا تحتاج إلى إعادة تقديمها من جانب الأطراف عند دخول الاتفاقية حيز السريان لديها إذا قرر مؤتمر الأطراف إدراج هذه المواد الكيميائية في المرفق الثالث للاتفاقية.
